Controversy surrounds the promotion of conservation agriculture (CA) in smallholder farming systems in sub-Saharan Africa. The introduction of CA is a profound change in farm management. Benefits in reduced erosion and stabilized crop production may be obtained, but technical performance at field level is but one of the determinants of adoption. For various reasons, all of the CA principles are not always fully implemented by farmers and results not as favourable as expected. As with other approaches to increasing agricultural productivity, the production constraints, farmers' objectives, and the expected benefits and costs of implementing CA are important aspects that influence adoption. At farm and village levels, trade-offs in the allocation of resources become important in determining how CA may fit into a given farming system. At a regional level, factors such as the market conditions, interactions among stakeholders and other institutional and political dimensions become important. At each level, opportunities or difficulties emerge that enhance or impede development, adaptation and adoption of CA. The ex-ante identification of situations for where CA (and which form of CA) is appropriate demands research from a multi-stakeholder, multi-level, and interdisciplinary perspective. Nowadays, in a context of climate change, economical uncertainties and social pressure to mitigate agriculture externalities, farmers have to adopt new cropping systems to achieve a sustainable and cost-effective grain production. Conservation agriculture consists of a range of cropping systems based on a combination of three main principles: (1) soil tillage reduction, (2) soil protection by organic residues and (3) diversification in crop rotation. Conservation agriculture has been promoted as a way to reduce production costs, soil erosion and soil fertility degradation under both tropical and temperate conditions. Conservation agriculture-based cropping systems have diffused widely under Brazilian large-scale farms' conditions and more recently in Europe in the context of medium-size mechanized farms. Their diffusion, however, is still limited under small-scale non-mechanized farms' conditions of tropical countries. To assess the advantages and limits of such new cropping systems, this article compares experiences with conservation agriculture from the tropical Cerrado region of Brazil and from temperate conditions of Europe. It focusses on agronomic performances, environmental impacts and economical results. Conservation agriculture systems appear to be interesting options to achieve sustainable and intensive crop production under different agroecological environments because they use efficiently available resources and maintain soil fertility. However, this mostly results from the permanent presence of an organic mulch on the soil surface and the incorporation of cover crops in the rotations. Such modifications require a significant reorganization of the production process at farm level, and when facing technical or socioeconomic constraints, most farmers usually opt for applying only partially the three main principles of conservation agriculture. Investigating more fully the consequences of such partial implementation of conservation agriculture principles on its actual efficiency and assessing the most efficient participatory approaches needed to adapt conservation agriculture principles to local conditions and farming systems are top priorities for future research. This article examines how research on the agriculture and agrifood systems mobilizes the concept of Innovation System (IS). A literature review on the IS provides an analytical framework for determining its theoretical frame of reference, its area of application and its uses. Based on this framework, a bibliometric analysis of international journals on innovation and agriculture reveals the existence of four knowledge communities, each of which addresses a specific angle of how the IS concept is applied to deal with the specific dimensions of innovation in the agricultural / agrifood sector. The current challenge is to promote exchanges between these communities, particularly between the one that applies an evolutionary approach and the epistemic community, which seeks to build its own concepts originating from the farming system approach and rural sociology. Despite the reported benefits of conservation agriculture (CA), its wider up-scaling in Sub-Saharan Africa (SSA) has remained fairly limited. This paper shows how a newly developed qualitative expert assessment approach for CA adoption (QAToCA) was applied to determine its adoption potential in SSA. CA adoption potential is not a predictor of observed adoption rates. Instead, our aim was to systematically check relevant factors that may be influencing its adoption. QAToCA delivers an assessment of how suitable conditions "and thus the likelihood for CA adoption" are. Results show that the high CA adoption potentials exhibited by the Malawi and Zambia case relate mostly to positive institutional factors. On the other hand, the low adoption potential of the Zimbabwe case, in spite of observed higher estimates, is attributed mainly to unstable and less secured market conditions for CA. In the case of Southern Burkina Faso, the potential for CA adoption is determined to be high, and this assessment deviates from lower observed figures. This is attributed mainly to strong competition of CA and livestock for residues in this region. Lastly, the high adoption potential found in Northern Burkina Faso is explained mainly by the fact that farmers here have no alternative other than to adopt the locally adapted CA system-Zaï farming. Results of this assessment should help promoters of CA in the given regions to reflect on their activities and to eventually adjust or redesign them based on a more explicit understanding of where problems and opportunities are found.
Conservation agriculture (CA) is often promoted as a set of cropping practices to reduce soil erosion and maintain soil fertility, while decreasing production costs and increasing crop yields. However, CA adoption is extremely low in Africa. Most investigations on constraints of its adoption leave out (i) the characteristics of CA as an emerging innovation and (ii) the wider institutional context. A comprehensive selfassessment tool for a systematic evaluation of factors influencing the CA adoption process at the field, farm and regional scale in a variety of regional contexts in Africa is still lacking. In an attempt to fill this knowledge gap, this article presents the motivation, development and testing of a Qualitative expert Assessment Tool for CA adoption in Africa (QAToCA) and its application. QAToCA is directed to regional experts, research teams and managers of development projects with a focus on CA, and allows them to assess their CA activities along a systematic, expert-based list of questions and criteria. Specifically, it aims at assessing the adoption potential of CA under the varied agro-ecological, socio-economic, cultural and institutional conditions of Africa as well as the specific supporting and hindering factors influencing this process.As an example, its application in Kenya and Tanzania identified a relatively high CA adoption potential. The following factors, however, are noticed to require further improvement: accessibility of markets for CA products and inputs; adaptation of machinery and seeds to the CA practices; introduction of quality implementation measures; and a renewed motivation (interest) among CA service providers.
