Abstract:The article is addressing the problem of local authorities seeing in national parks a stimulus or a barrier for local development in Poland. The results of surveys conducted among representatives of authorities of selected municipalities (n=61), in which there are national park areas show that the assessment of the role and impact of this type of protected areas varies. In most cases the presence of national parks is viewed positively. Emphasis is put on their importance to the local socio-economic development. The economic benefit is seen mainly in the tourism sector and the development of associated services. However, local communities experience many restrictions resulting from functioning of protected areas, especially in regard to the possibility of increasing revenues to the budgets of municipalities, production entrepreneurship development and intensification of agricultural production and fisheries. It is believed that in the future parks should stimulate local development to a larger extent. To achieve this, it is necessary to see a national park as a system linked to the socio-economic environment and to take planning actions based on a holistic look at natural, social and economic issues of a national park and its neighbourhood. The cooperation between local authorities, parks' management, non-governmental organisations and local tourism business should be strengthened as well as steps should be taken in order to increase social participation in shaping the development of these areas.
The article attempts to contribute to the global discussion on the social aspects of the functioning of protected areas. It explores the attitudes of local communities towards national parks and the determinants of those attitudes. The problem is presented using the example of Ojców National Park (Pol. OPN), a small-area national park located in the suburban zone of Kraków (Poland) and subject to strong pressure of tourism and suburbanisation. The analysis is based on interviews with people residing within the boundaries or buffer zone of the OPN. The residents are proud to live in a scenic location; they tend to perceive the national park in the context of its significant natural value rather than its administration and the related restrictions, and mostly approve of its existence. There is a high support for implementing the participative model of local area management. At the same time, however, the residents’ preferred methods of area management are in conflict with the need to protect the Park’s natural and landscape values. The residents favour commercial tourism infrastructure within the protected area and residential housing development in its close vicinity. The residents’ attitudes towards the Park are also shaped to a large extent by complex factors relating to the area’s history and its location within the suburban zone of a major city.
Artykuł ma charakter przeglądowy, jego celem jest charakterystyka zakresu problemowego oraz metodyki prowadzenia badań ruchu turystycznego i konsumpcji usług turystycznych w polskich parkach narodowych. Pracę oparto na analizie materiałów zastanych oraz wywiadach z osobami odpowiedzialnymi za monitoring ruchu turystycznego i/lub działalność naukową w każdym z parków. W pierwszej kolejności uwagę skupiono na metodach pomiaru ruchu turystycznego, będącego podstawą do prowadzenia dalszych badań o charakterze jakościowym. Zwrócono uwagę na duże zróżnicowanie metodyczne w tym zakresie, które powoduje, że publikowane dane dotyczące poszczególnych parków narodowych nie są porównywalne. W dalszej części pracy dokonano przeglądu badań prowadzonych wśród turystów. Zaobserwowano charakterystyczny dla zdecydowanej większości parków brak ciągłości badań oraz brak koordynacji w zakresie stosowanej metodyki, które utrudniają lub uniemożliwiają opracowywanie analiz w szerszych skalach czasowych i przestrzennych (dla wielu parków). Problematyka badawcza jest zróżnicowana, liczne są prace określające profil turystów odwiedzających poszczególne parki narodowe, a także ich aktywność przestrzenną i motywy przyjazdów. Sporadycznie natomiast podejmowane są analizy preferencji i zachowań konsumpcyjnych gości na miejscowych rynkach turystycznych oraz zmian zachodzących w tym zakresie, a także oceny ekonomicznego znaczenia turystyki w rozwoju lokalnym.

Zarys problematyki i metodyka badań StreszczenieArtykuł zawiera zarys problematyki ekonomicznej wartości obszarów chronionych, w tym problemów metodycznych dotyczących wyceny dóbr przyrodniczych. Zaprezentowana w nim została koncepcja pełnej wartości ekonomicznej (total economic value concept), na którą składają się zarówno wartości użytkowe danego terenu (bezpośrednie, pośrednie i opcji), jak i wartości nieużytkowe (dziedziczone i istnienia). Przedstawione zostały wybrane metody stosowane w wycenie wartości użytkowych i nieużytkowych obszarów przyrodniczych (m.in. metoda kosztów podróży, metoda cen hedonicznych, metoda wyceny warunkowej).Słowa kluczowe: obszary chronione, wartość środowiska, koncepcja pełnej wartości ekonomicznej, metoda kosztów podróży, metoda wyceny warunkowej.
