Electric energy is very important both technologically and economically in today's countries. Countries can generate and consume more energy according to their level of development and the resources they have. In the literature, it is estimated in parallel with the development of countries; there will also be an increase in electrical energy generation and consumption. Similarly, in economies that generate and consume more electricity, it is assumed that this will affect their economic growth. But these assumptions need to be calculated econometrically. This study has been prepared for this purpose. In this study, the relationship between electricity generation, electricity consumption, and economic growth in Turkey was analyzed. In the analysis conducted for the period 1975-2019, the Toda-Yamamoto causality test method was preferred as the method. As a result of the analysis, it was determined that there is a causal relationship from electricity consumption and electricity generation to economic growth, valid for the period 1975-2019 in Turkey.
18. yüzyılda başta Vauban ve Quesnay olmak üzere fizyokrat düşünürler tarafından ortaya atılan tek vergi sistemi görüşü, o günden bu yana literatürde sıklıkla tartışılan bir konu olmuştur. Bu görüş en basit ifadeyle bir ülkenin ekonomisinde tek bir kaynak, konu yahut mal üzerinden alınan tek bir verginin bulunması gerektiğini ifade etmektedir. Tarihsel gelişim sürecinde ortaya çıkan arazinin esas alındığı, arazideki değer artışının esas alındığı, sermayenin esas alındığı, enerjinin esas alındığı, ilk maddenin esas alındığı ve son olarak gelirin esas alındığı görüş olmak üzere toplam altı farklı tek vergi sistemi görüşü bulunmaktadır. Bu tek vergi sistemi görüşlerinin her birisi, uygulanacak tek vergi için farklı kaynaklar önermiş ve bunun gerekçelerini belirtmiştir. İşte bu çalışmada hem tek vergi sistemi ve söz konusu bu altı türü açıklanmış hem de tek vergi sistemine ve bu altı görüşüne yönelik eleştiriler belirtilmiştir. Ek olarak tek vergi sisteminin çok vergili sistem ile karşılaştırmalı bir değerlendirmesi de çalışmada yer almaktadır.
Tamamlayıcı ödenek uygulaması Türk bütçe sisteminde hemen her yıl başvurulan ödenek üstü harcama uygulamalarından birisidir. Türk mali mevzuatında düzenlenmemiş olup, uygulamadan doğan bir sonuçtur. Uygulama büyük çoğunlukla mali yılbaşında bütçe ile personel giderleri tertibine tahsis edilen ödeneklerin bir kısmının yedek ödenekler tertibine aktarılması ve personel giderleri için yapılan harcamaların ödenek olmaksızın yapılması şeklinde gerçekleştirilmektedir. Sayıştay bu ödenek üstü harcamalara ilişkin kararı Türkiye Büyük Millet Meclisi'nin takdirine bırakmakta, Meclis tarafından bu harcamalara mali yıl bitiminde kesin hesap kanunu ile tamamlayıcı ödenek verilmekte ve bütçe içine alınarak meşrulaştırılmaktadır. Ancak bu meşrulaştırma işlemine rağmen uygulamanın bütçe hakkını ihlal ettiği, bütçe ile uygulanması planlanan maliye politikalarının etkinliğini azalttığı ve mali disiplin ile bütçe disiplini üzerinde olumsuz etki ettiği düşünülmektedir. Nitekim bu çalışma da bu düşüncelerin her birisinin ayrı ayrı değerlendirmesi amacıyla hazırlanmıştır. Çalışmada tamamlayıcı ödenek uygulamasının Türkiye'de 1985-2019 yılları arasındaki büyüklükleri gösterilmiş, bütçe hakkı, bütçenin ilkeleri, bütçenin fonksiyonları, mali disiplin ve bütçe disiplini kapsamında değerlendirmesi yapılmış ve sebep olduğu çeşitli sakıncaların giderilmesinde faydalı olacağı düşünülen birtakım önerilere yer verilmiştir. Çalışmanın bu formatı ile literatüre önemli bir katkı yapacağı, Türkiye'deki uygulamayı özetleyerek gözler önüne sereceği ve sakıncaları ortadan kaldıracak düzenlemelere kapı aralayacağı düşünülmektedir.
Knowing the relationship between the Producer Price Index (PPI) and the Consumer Price Index (CPI) is crucial for deciding the fiscal policies which will be implemented within the scope of combating inflation. This relationship has been examined econometrically in this study. Engle-Granger cointegration and Granger causation methods were used in this study, in which monthly data of 1996-1 and 2020-9 periods obtained from the Central Bank and TURKSTAT were used. The stationarity of the series was measured using Augmented Dickey-Fuller and Phillips-Perron unit root methods. Consequently, a 1% increase in CPI for the short term increases PPI by 1.41% and this situation stabilizes within 3.5 months in the long-term, while a 1% increase in PPI increases the CPI by about 00.9%. and this situation stabilized within 20 months in the long-term. And same mutual relationship results found for long-term as well.
