Peat fires cause major environmental problems in Central Kalimantan Province, Indonesia and threaten human health and effect the social-economic sector. The lack of peat fire detection systems is one factor that causing these reoccurring fires. Therefore, in this study, we develop an Android mobile platform application and a web-based application to support the citizen-volunteers who want to contribute wildfires reports, and the decision-makers who wish to collect, visualize, and evaluate these wildfires reports. In this paper, the global navigation satellite system (GNSS) and a global position system (GPS) sensor from a smartphone’s camera, is a useful tool to show the potential fire and smoke’s close-range location. The exchangeable image (EXIF) file image and GPS metadata captured by a mobile phone can store and supply raw observation to our devices and sent it to the data center through global internet communication. This work’s results are the proposed application easy-to-use to monitoring potential peat fire by location and data activity. This paper focuses on developing an application for the mobile platform for peat fire reporting and a web-based application to collect peat fire location for decision-makers. Our main objective is to detect the potential and spread of fire in peatlands as early as possible by utilizing community reports using smartphones.
This study aims to provide an empirical explanation of the effect of Investment, Economic Growth, Inflation, Minimum Wage and HDI on Open Unemployment in Kalimantan Region. The research method used is panel data regression analysis method using Fixed Effect Model (FEM). The type of data used is secondary data. Secondary data obtained from the Central Statistics Agency (BPS) Kalimantan Region. The data that has been collected is then analyzed with panel data regression using the Fixed Effect Model where this model uses the Chow Test and Hausman Test to see the Effect of Investment, Economic Growth, Inflation, Minimum Wage and HDI on Open Unemployment in Kalimantan Region using Stata 16.0 software. The results of the analysis in this study indicate that Investment, Economic Growth, Inflation, Minimum Wage and HDI have a significant effect on Open Unemployment in Kalimantan
This study aims to determine the characteristics of MSMEs in the city of Palangka Raya and analyze the strategy of developing MSMEs in the city of Palangka Raya based on the internal and external situation of MSMEs. The sample used in this study amounted to 45 MSMEs in the city of Palangka Raya. The types of data used are primary and secondary data. This study uses descriptive analysis tools, environmental analysis (internal and external), and SWOT analysis. The results of this study indicate that the characteristics of MSMEs in Palangka Raya City are more dominant in the trading business sector with a percentage reaching 71.25%. In determining the MSMEs development strategy in Palangka Raya City, it is seen based on environmental analysis and SWOT analysis, which shows the position is in quadrant I where market penetration and product development are strategies that can be used, then the SO (Strengths-Opportunities) strategy is a strategy that uses strength to take advantage of existing opportunities, expand distribution reach and establish cooperative/partnership relationships as alternative strategies in this analysis.
Tulisan ini mendeskripsi tentang desentralisasi, pemekaran daerah dan peran Dewan Perwakilan Daerah (DPD). Pemekaran daerah telah dimoratorium (penghentian sementara) oleh pemerintah pusat, namun usulan pembentukan daerah otonomi baru (DOB) masih terus ada dan di antara yang masuk melalui DPD sampai tahun 2001 adalah 173 usulan. Pemekaran daerah merupakan wujud implementasi prinsip desentralisasi. DPD selaku wakil provinsi dan wakil masyarakat daerah di pusat belum memiliki kewenangan memutuskan pembentukan DOB, kecuali berwenang mengusulkan dan membahas RUU menjadi UU serta mengawasi pelaksanaan UU yang menjadi kewenangannya. Tulisan ini diangkat dari hasil diskusi Kuliah Umum Keterlibatan DPD dalam Pemekaran Daerah di Indonesia yang selenggarakan Fakultas Ilmu Sosial dan Ilmu Politik Universitas Kristen Palangka Raya. Tujuan tulisan ini, Pertama, mengkonstruksi pemekaran daerah di Indonesia dan dinamikanya; dan Kedua, deskripsi keterlitaban DPD dalam proses legislasi pemekaran daerah.
Secara legal-formal, pengaturan mengenai pelayanan publik telah tertuang dalam berbagai undang-undang antara lain UU No. 25 Tahun 2009 tentang Pelayanan Publik, UU No. 23 Tahun 2014 tentang Pemerintahan Daerah, serta beberapa PP sebagai turunan UU pelayanan publik maupun UU Pemerintahan Daerah. Namun sangat disayangkan, karena pada kenyataannya kualitas pelayanan publik yang dilakukan oleh organisasi penyelenggara pelayanan masih jauh dari memuaskan. Untuk itu, diperlukan sejumlah upaya guna mendorong timbulnya inovasi pelayanan publik melalui perubahan pola pikir dan perangkat budaya, optimalisasi pelayanan terpadu satu pintu, dan kemitraan Pemda dengan swasta.
