RESUMEN En mayo de 2016, el Poder Ejecutivo de Argentina sancionó el decreto 626, que aumentó los impuestos internos de los cigarrillos de 60% a 75%, lo que implicó un aumento de 50% en su precio medio de venta al público. Esta medida fue impulsada desde la Fundación Interamericana del Corazón (FIC) Argentina a través de una estrategia que incluyó el desarrollo de investigaciones locales para determinar la viabilidad y el impacto de la medida, la elaboración de una propuesta política, el trabajo en red con otras organizaciones de la sociedad civil nacionales e internacionales, acciones de incidencia colaborativa con referentes del Poder Ejecutivo Nacional y la implementación de una estrategia de comunicación. La particularidad de cada uno de los contextos económicos, sociales, políticos e institucionales de los países de la Región de las Américas requiere que las propuestas políticas se adecúen a la realidad local. La experiencia de trabajo desarrollada por FIC Argentina sirve como guía para otras organizaciones que en la Región buscan impulsar aumentos de los impuestos al tabaco u otras políticas destinadas a proteger la salud pública, adaptando las recomendaciones internacionales y la evidencia local al contexto de cada país. En este artículo se comparte una serie de lecciones aprendidas que pueden servir en otros países.
Across the globe, the consumption of energy-dense and nutrient-poor foods and beverages has escalated rates of diet-related non-communicable diseases (NCDs), driven by deceptive marketing tactics from the food and beverage industry. The international community has increasingly recognized the need to provide consumers with accurate health information on food and beverage products as part of their right to health. In July 2020, the U.N. Special Rapporteur on the right to health released a powerful Statement calling for the adoption of front-of-package warning labeling to tackle NCDs. Just a few weeks after the Statement’s release, the Pan American Health Organization published a report highlighting the relevance of front-of-package labeling as a policy tool for the prevention of NCDs in the Americas, demonstrating further support to this regulatory intervention.In this piece, we explain why front-of-package warning labeling should be part of a comprehensive strategy to promote healthier lives, delving into the human-rights aspects of front-of-package labels. In particular, we explore the role the food and beverage industry play in increasing the consumption of unhealthy foods and beverages, and the relevance of scientific evidence free from conflicts of interest to adequately protect the right to health and health-related rights.
Background: Fiscal measures aimed at raising the price of tobacco products are an unsettled debt of the Argentine State to reduce tobacco use and protect public health. Objective: The aim of this study was to review the "state of the art" regarding the economic aspects of tobacco epidemic in Argentina and its impact on public health. Methods: A narrative review was performed presenting evidence about the impact of the increase in prices on the use of tobacco products. Results: In Argentina, the price of cigarettes is one of the cheapest in the world. Affordability has increased by 100% in the last decade, particularly damaging the groups with the lowest incomes (the number of packets that could be bought with an average wage increased by 74% and by 102% in the case of a salary of the lowest tertile) with easy access to boys and girls. A cigarette tax increase via a fiscal policy that raises prices by 10 percent would reduce smoking by 3%. In turn, a price increase via higher taxes increases tax revenue. The additional funds collected could be assigned to cover part of the health costs of tobacco-related diseases (which nowadays double tax revenue) and to generate funds to sustain smoking cessation campaigns complementing the tax policy and other health and sustainable development measures. Conclusion: Argentina should incorporate tax policies to reduce the use of tobacco products complementing the current regulations aimed at reducing their use and intensity.
