This paper gives a retrospective of the events in the Balkans in the last 20 years. Hence, it indicates the problems, the progress and the challenges in terms of respecting and promoting diversity. The Western Balkans has always been a very interesting region with many challenges during different historical periods. If we take into consideration all the differences and diversities in this region, then this shouldn't strike us as surprising. During history the Balkan region has always been a crossroads of many events, conflicts, changes and destructive occurrences. In order to understand the connection between ethnic and the religious diversity, as well as the future of the Western Balkan countries in terms of Euro-Atlantic integration, we need to provide some information about the political, economic and social changes in these countries during the past, especially in the last two decades. To get a better understanding of all the processes and events we need to take a look at the 90s of the last century. This period was one of the most 110important turning points in international relations. By the end of the Cold War there were two blocks within the societies -The Western (capitalist) and the Eastern (communist), and an agreement for the Balkans to be a balance between these two blocks. This fact was important for the promotion of the concept of the nation-state, which refers generally to both of the blocks. However, changes such as the dissolution and breakdown of the USSR and Yugoslavia, as well as the official Eastern bloc fiasco, brought an increase in the individual identity of the citizens living in these countries. This was the beginning of a new era to be characterized by conflicts, wars, refugees, humanitarian crises, a large number of casualties and injured people, because of the idea that the emerging countries, especially from the Balkan region, should be nation-state countries, i.e. composed of a nation thereby ignoring the ethnic and religious differences or the unrecognized diversity of the citizens of different ethnic groups living in these countries. The establishment of the Euro-Atlantic integration concept as a key national and state priority of almost every country in this region led to the understanding of differences as an asset, and not as an obstacle for the faster integration to the EU and NATO. This fact undoubtedly contributed to the establishment of the criteria for membership, and in particular to the promotion of the rights and freedoms of minorities as most important for the integration process.

The basic functioning of institutions in a country depends on the forms of governance. This is defined on the Constitution of the respective state as the highest legal act. It also depends on the practice functioning of the fundamental institutions in a political system. Macedonia has set parliamentary democracy as a form of governance. However, the functioning of the legal system displays different features, because we are dealing with a multiethnic State, the status of candidate country for membership in EU, and NATO -at the same time, faced with the terms of meeting the criteria for euro -Atlantic membership. Although Macedonia is determined to have representative democracy as a form of governance, institutions are functioning with very special specifications. They constantly create new practices, such as frequent elections and early parliamentary Self-dissolution of parliament which was aimed at overcoming the political crisis. There was also an annulment of the decision of the assembly and practices of the practical operation of institutions. However, this makes parliamentary life in Macedonia to be specific from other democratic standards. Specific issue involving the constitutional and legal position of the communities, at various times, has been regulated in different forms. Furthermore, it is more advanced after the signing of the Ohrid Framework Agreement in 2001. At the same time, it presents a challenge in itself and provides an act of harmonized internal legislation to the European Union. This is with genuine parliamentarian debates because the harmonization of legislation requires the implementation of the same laws. Also, it does not just adopt them without been harmonized with the reality in the country.
The profound changes within the Albanian society, including Albania, Kosovo and Macedonia, before and after they proclaimed independence (in exception of Albania), with the establishment of the parliamentary system resulted in mass spread social negative consequences such as crime, drugs, prostitution, child beggars on the street etc. As a result of these occurred circumstances emerged a substantial need for changes within the legal system in order to meet and achieve the Kosovo, Albania, Macedonia, Serbia, Bosnia, Croatia, Montenegro, etc. Many factors contributed to these strategic countries to be part of these types of activities. In general, some of the countries have been affected more specifically, but in all of the abovementioned countries organized crime has affected all areas of life, leaving a black mark in the history of these states. European standards or behaviors and the need for adoption of many laws imported from abroad, but without actually reading the factual situation of the psycho-economic position of the citizens and the consequences of the peoples' occupations without proper compensation, as a remedy for the victims of war or peace in these countries. The sad truth is that the perpetrators not only weren't sanctioned, but these regions remained an untouched haven for further development of criminal activities, be it from the public state officials through property privatization or in the private field. The organized crime groups, almost in all cases, are perceived by the human mind as "Mafia" and it is a fact that this cannot be denied easily. The widely spread term "Mafia" is mostly known around the world to define criminal organizations. The Balkan Peninsula is highly involved in these illegal groups of organized crime whose practice of criminal activities is largely extended through the Balkan countries such as
