This paper examines the relationship between political power and war remembrance by considering the way war remembrance occurs in a divided society. The purpose of this paper is to explore memory of the violent past and its uses as an ongoing arena of disputes between former adversaries and within ethnopolitical groups pushing their distinct versions of memory. Moreover, this paper examines three key aspects of the politics of remembrance: prevalent narratives, arenas of commemoration, and agencies of war remembrance, based on the case study of Kosovo. The postwar narrative and commemoration in Kosovo have evolved along ethnic lines, perpetuating antagonism and conflicting identities. Memorialization in Kosovo raises serious challenges for comprehensive transitional justice and reconciliation between these ethnic groups. The paper concludes that through appropriate civic education, critical inquiry of commemoration practices, and especially through evidence-based adaptation of the history curriculum, there is a chance to promote a culture of shared memory and to establish inclusive politics of remembrance in Kosovo, as crucial components of reconciliation and peace-building.
The community nowadays is defined as a group with a social affiliation, shared value, and interaction that links these members together. Participation of the community in decision making is considered essential characteristics of democracy and particularly of the local government. Thus local governments, through various democratic forms, seek to involve the community to be part of the decision-making process. Various studies and reports in Kosovo do emphasize that participation of the community in policy design and development is low. For this purpose, this paper aims to analyse the community's participation of the community in the decisionmaking process with a particular emphasis on the municipality of Pristina. The research provides a holistic approach to community development in the municipality of Pristina, the level of participation in decision-making processes, forms of communication between local government and the community, and the impact of community development in drafting public policies at the local level. The methodology used here is focused on the different studies and reports on local government and community, and also on quantitative research on public opinion measurement as well. The overall results of this paper emphasize that although there are institutional mechanisms for participation in decision-making, there is a decrease in community participation in decision-making and in the process of drafting and developing local public policies.
In the twenty-first century, higher education has for the most part been seen by scholars and policymakers as the driving force behind democratic consolidation and economic prosperity. The good skills and knowledge formed through higher education are key factors in generating jobs and creating prosperity. In this sense, universities also play a central role in expanding political and social stability and promoting a democratic society. Furthermore, not only GDP but also student numbers, the level of human capital, university quality, capacity building and competitiveness, the so-called Global Education Index (GEI), are perceived as being some of the main indicators of wide-ranging development. Particularly in the post-conflict societies, higher education is a crucial component of social and political transformation, which can also lead to stable state institutions and peaceful conditions. As has been demonstrated in many cases, higher education helps to a considerable degree in providing competitive and qualitative employees to the marketplace. But the higher education system, the political situation and economic development are linked and interdependent. Basically the higher education institutions have three main and interrelated functions: the knowledge function, the marketplace function and the socio-political function. In the context of both globalisation and the transition of the university role, scientific research or the creation of knowledge and education in a broad sense lead toward a knowledgebased society and economy.Considering these facts and the demographic preconditions, tertiary-level education is perceived in Kosovo as an opportunity and as a key factor in increasing human capital, which on the one hand could enable economic development and on the other hand could enforce the democratization of Kosovo society.This research project seeks to understand how higher education functions in Kosovo, what the main challenges and obstacles are to making it more effective and effi- DER DONAURAUMJahrgang -Heft /2
In the post-conflict societies, education can be a crucial component of political transformation, contributing to peace and reconciliation between former adversaries. However, education continues to be at the centre of ongoing disputes between Kosovo and Serbia, resulting in ethnically parallel education systems. Based on the case of Kosovo, this research examines how ethnic mobilisation and political dynamics are reflected in the Universities, and what can be done to establish integrated higher education. The article follows theory guided process tracing based on a case study and content analysis of relevant reports and legal acts by comparing parallel running universities of two major ethnic communities. The central claim is that dissolving of the parallel university and developing of unitary higher education system improves long-term ethnic relations. Further, it discusses citizenship education as an incentive in integrated higher education that promotes peace in post-conflict societies.
