El estudio tiene como objetivo analizar la migración venezolana en la ciudad de Pasto. El soporte teórico analizó las principales teorías que conforman el enfoque económico de las migraciones internacionales. El diseño metodológico incluyó la construcción de una encuesta para la caracterización sociodemográfica de la población y la definición de sus percepciones respecto a los determinantes que los llevó a tomar la decisión de emigrar. Entre las conclusiones del estudio se destaca que la población de venezolanos en la ciudad de Pasto es un grupo significativamente joven, radicado en los núcleos comerciales de la ciudad y la mayoría no proviene de regiones cercanas a la frontera colombo-venezolana. Los trabajos a los que se vincula la mayoría de esta población en la ciudad de Pasto son informales, principalmente, como vendedores ambulantes y eso les permite el envío de remesas hacia Venezuela. En cuanto a los determinantes de la decisión de emigrar, según la percepción de los consultados, la mayor influencia la ejercieron factores económicos como la inflación y la escasez de alimentos en Venezuela, pero también destacaron otras variables como la inseguridad, la pobreza y el descontento con el gobierno actual de ese país.
This article analyzes policy innovation in Colombia, through the adoption of a new centralized oil-rent management system in 2011, after 20 years of decentralized policies. Using a policy-design framework, we identify a causal mechanism linking the opening of a policy window to policy change as a combination of the emergence of a new policy network, the adoption of a new policy paradigm and the selection of a new instruments mix. Drawing on Bayesian statistics, the 11 tests conducted on the causal mechanism show the importance of State resources of information, authority, treasury and organization to assess the outcome of policy change.
Introducción: Ante la inminente llegada de la pandemia COVID-19 a América Latina los gobiernos debieron diseñar políticas públicas sanitarias. Objetivo: Determinar las tendencias de los diseños de políticas públicas sanitarias para la pandemia COVID-19 en América Latina. Materiales y métodos: Se aplicó una ruta analítica y metodológica para reconstruir las características del problema social y los diseños de políticas públicas en diez países de América Latina, usando datos de fuentes secundarias. Resultados: La esencia de la pandemia de COVID-19 como problema social en América Latina, se originó en que el sistema sanitario de los países no estaba preparado y que su capacidad se desbordaría rápidamente. Se evidencian estilos en los diseños de políticas de protección social representados en tres grupos de países: el primero con estilos fuertes y estrictos (Argentina, Bolivia, Colombia, Ecuador, Paraguay y Perú), el segundo, flexibles (Chile y Uruguay), y un tercero, laxos (Brasil y México). Conclusiones: Las tendencias en los diseños de políticas públicas sanitarias son divergentes, lo cual repercutirá en las diferentes intensidades y duraciones de la pandemia en cada país.
La dificultad para caracterizar una política pública en la realidad se conoce como problema de indeterminación. Este artículo implementa una propuesta para superar la indeterminación a partir del marco analítico del diseño de políticas públicas. La premisa es que la combinación de instrumentos de información, autoridad, tesoro y organización es una condición de toda política pública. La propuesta se prueba mediante un estudio de caso correspondiente a la política pública Fronteras para la prosperidad, vigente en Colombia desde 2010, a partir del rastreo y análisis de 37 instrumentos de política. Como resultado, se logra la determinación de la política de fronteras en Colombia como un diseño articulado de instrumentos de información, autoridad, tesoro y organización. Las ventajas de la propuesta, respecto a otras metodologías, son la superación del problema de las fuentes de información, la superación de las restricciones del lenguaje de proyectos, la posibilidad de que la determinación la realicen autoridades, entidades de control y beneficiarios, y la habilitación de etapas posteriores a la determinación como el análisis de causas y efectos.
