This study aimed to show the effect of gender-oriented development on Indonesia's economic growth and the role of gender-oriented development from the perspective of Jasser Auda's sharia maqashid. This research is a quantitative study using combined panel data analysis from cross-sections of 34 provinces in Indonesia with a time series from 2010-2021. The data source uses secondary data in the form of documentation obtained from the Central Bureau of Statistics and the library. The data analysis technique uses panel regression. Testing the model's specification uses the fixed effect model (FEM) approach with the Eviews analysis tool. The results show that the ratio of the average length of schooling for women and men positively and significantly affects Indonesia's economic growth. The life expectancy ratio for women and men negatively affects Indonesia's economic growth. The ratio of expenditure per capita for women and men does not affect Indonesia's economic growth. Based on Jasser Auda's sharia maqashid perspective, gender-oriented development is seen as ammah maqashid. Then the welfare practices are evenly distributed, and there is no inequality between women and men. This research can complement existing theories and become a reference source for other researchers studying gender-oriented development, economic growth, and sharia maqashid.
The Effectiveness of Zakat Collection Management at the National Amil Zakat Agency (BAZNAS) of Ternate City-This study aims to analyze the effectiveness of the management of zakat fund collection carried out by the amil zakat agency. The National Amil Zakat Agency (BAZNAS) is a state institution authorized to administer (collect) zakat, infaq, and shodaqoh. The BAZNAS Ternate collects zakat from Civil Servants in the Ternate City Government. However, the realization of the collection of zakat from civil servants has not been effective, as indicated by the low amount of zakat collected from civil servants. Qualitative field research method with primary data is interviews with BAZNAS Ternate commissioners and secondary data documents relevant to the management of zakat fund collection in BAZNAS Ternate city. The results of the study stated that the management of zakat collection was less effective because of the weakness of the prospective muzakki outreach strategy, inappropriate socialization methods, and lack of publicity.
This study aims to answer the problem of how professional zakat and its utilization in the city of Ternate and how the analysis of Islamic law and Law Number 23 of 2011 on professional zakat and its utilization in the city of Ternate. The method used is qualitative with an empirical juridical approach. The data analysis method used is qualitative data analysis using inductive and deductive thinking frameworks. Based on the results of the discussion, it can be concluded that the collection and management of zakat by the Amil Zakat Agency of the City of Ternate, especially professional zakat for ASN within the Ternate City Government is maximized because many muzakki (Civil State Civil Apparatuses of Ternate City) have complied with the Circular and Regional Regulations from the Government. The results of the collection of professional zakat are widely felt by the community, especially the eight groups who are entitled to receive it and those in need. In Islamic law, in essence, zakat issued from the results of one's profession (work) is an obligation, this is in line with the regulations made by the government through Law number 23 of 2011. In addition, the utilization in its distribution is in accordance with the provisions of Islamic law and the demands of the law, namely that it is given to eight groups and people who need it for their needs.
