Este artigo analisa como governos de direita radical no Brasil e nos Estados Unidos impactaram suas relações bilaterais, entre 2019 e 2021. Nossos objetivos específicos são: mapear atores centrais para a aproximação, comparar as concepções sobre a ordem internacional e analisar a articulação de posições sobre direitos humanos e gênero na Organização das Nações Unidas, em específico na Assembleia Geral da ONU e no Conselho de Direitos Humanos. Almejamos contribuir com o debate sobre as relações bilaterais destes países e com a literatura sobre a ascensão da direita radical global, assim como argumentamos que a vinculação passa pela construção de uma dinâmica com raízes na sociedade civil. Para tanto, utilizaremos uma metodologia de análise de conteúdo, em que as fontes primárias utilizadas foram: notícias veiculadas pela mídia brasileira, discursos e documentos oficiais. Concluímos apontando algumas das diferenças de estratégia e argumentando que os governos de Trump e Bolsonaro deixaram marcas importantes para as relações bilaterais, ao intensificar a conexão entre movimentos políticos e sociais de direita em ambos os países.
In the past few years, many scholars keen to the Copenhagen School (CS) turned to the works of the German political scientist Carl Schmitt in order to strengthen the philosophical foundations of the theory, especially the disputed concept of exception. Schmitt is a singular and important contribution to the debate, however his definition of the political makes securitization concept more conservative and a more unilateral event as politics would only be explicit in the exception spectrum. Our idea in this brief paper is to present a contribution to this discussion coming from a less considered perspective: the works and writings of Hannah Arendt. We will examine how her ideas towards politics and the exception can shed a light on the same issues that Schmitt seems to blur even further. We believe that bringing Hannah Arendt to the debate offers a different understanding of the foundational problems of the securitization concept and enhances the normative appeal of the theory towards a broader and more sophisticated base, opening new paths for research and discussion under the framework of the Copenhagen School.
