Résumé Cet article s’interroge sur la dynamique des régimes de genre en Allemagne et en Suisse de manière comparée et diachronique. Il propose pour commencer une grille analytique des régimes de genre. Il retrace ensuite les contours du modèle traditionnel du régime de genre en Allemagne et en Suisse, avant de comparer les dynamiques discursives observées récemment dans ces deux pays puis d’explorer leur implication. En conclusion, les arrangements sociaux et politiques expliquant les dynamiques observées sont discutés dans une perspective qui s’intéresse aux interactions entre discours sociaux, changement institutionnel, mobilisations collectives et modes de vie. 1
This article assesses how social innovations in the field of local domiciliary long-term care are shaped and implemented. It proposes a mapping of innovations in terms of two structuring discourses that inform welfare state reforms: a libertarian and a neoliberal discourse. It then provides an analysis of the concrete trajectories of three local innovations for elderly people in Hamburg (Germany), Edinburgh (Scotland) and Geneva (Switzerland). Theoretically, social innovation is considered as a discursive process of public problem redefinition and institutionalisation. New coalitions of new actors are formed along this double process, and these transform the original discourse of innovation. The comparative analysis of the three processes of institutionalisation of local innovation shows that, in the context of local policy making, social innovations inspired by a libertarian critique of the welfare state undergo differentiated processes of normalisation.
Résumé Cet article compare les politiques de prise en charge des cas de démence dans trois cantons suisses. La première partie présente un cadre théorique permettant d’analyser les politiques du care en tant que biopolitiques et d’intégrer une réflexion sur la participation des personnes démentes et de leurs proches. La seconde partie compare les différentes réponses cantonales aux problèmes des démences. Sur cette base, la troisième partie met en lumière trois types de biopolitiques, dont les implications en termes de participation sont discutées au point suivant. En conclusion, je reviens sur l’intérêt de cette comparaison du point de vue de la critique foucaldienne de la nouvelle santé publique.
