<p>En el presente artículo nos proponemos aportar elementos de análisis sobre la vinculación entre la economía social y solidaria (ESS) y el desarrollo socio-territorial (DST), a partir de una experiencia desarrollada desde la universidad pública en Argentina, en articulación con actores de la ESS y con políticas públicas orientadas al sector. En el primer apartado presentamos nuestra perspectiva conceptual sobre ESS y las trayectorias empíricas que la conforman e incluimos una síntesis de las políticas públicas orientadas a la ESS en la última década. En el segundo apartado reflexionamos sobre la articulación entre ESS y DST desde una visión crítica, poniendo en cuestión las nociones dominantes de desarrollo y territorio. En tercer lugar, presentamos brevemente las líneas de acción y avances realizados desde la universidad, como propuesta de “trans/formación” educativa en materia de investigación, docencia y vinculación comunitaria y sociotécnica con la comunidad. Desde la experiencia realizada, la idea principal del artículo es que las universidades pueden cumplir un rol estratégico en la expansión y fortalecimiento del campo de la ESS, en articulación con los actores del propio campo y, cuando así sea posible, con políticas públicas integrales y sostenidas en el tiempo.</p>
La desigualdad social constituye un problema crucial de las sociedades latinoamericanas y un problema teórico debatido ampliamente por las ciencias sociales. A pesar de los avances en la conceptualización de la desigualdad como un fenómeno complejo, su abordaje desde este enfoque no ha sido resuelto satisfactoriamente. Las dificultades, vinculadas con la especialización desarticulada en que se desarrollaron las disciplinas sociales, se manifiestan a su vez en tensiones y dualismos que las atraviesan. Planteamos aquí algunos conceptos clave que permitirían avanzar en la articulación entre disciplinas, e indagamos en los aportes y desafíos que representa el paradigma complejo para pensar esta realidad.
¿Cuál es el aporte fundamental que puede hacer la universidad pública para el desarrollo y fortalecimiento de una economía social y solidaria y cuáles son las principales limitaciones, desafíos y potencialidades que encontramos día a día en el proceso de construcción de otra economía? El presente artículo tiene por horizonte compartir y exponer de forma ordenada algunas de las reflexiones y debates vinculados al desarrollo de la economía social y solidaria durante los últimos años en Argentina, poniendo especial atención a supresencia en el ámbito de las universidades públicas y de la articulación de éstas con las políticas públicas destinadas a su promoción. Para exponer estas reflexiones y análisis se hará pie en la experiencia real y concreta que estamos desarrollando desde el año 2011 en el marco del Programa de Economía Social y Solidaria (Programa ESS) de la Secretaría de Extensión de la Universidad Nacional del Centro de la Provincia de Buenos Aires.
