Penelitian ini dilakukan dengan dasar tujuan untuk mengetahui bagaimana inklusi sosial dijalankan dalam pembangunan desa yang mana penekanan inklusi sosial ditujukan untuk masyarakat rawan eksklusi (marginalisasi). Adapun rumusan masalah dalam artikel ini diantaranya; bagaimana konsep inklusi sosial dalam pembangunan desa, bagaimana konsep masyarakat marginal, bagaimana konsep siklus pembangunan desa, serta bagaimana realitas inklusi sosial dalam siklus pembangunan desa. Metode yang digunakan adalah metode deskriptif kualitatif dengan data berbasis kajian undang-undang, kajian kepustakaan serta data empiris realitas. Teknik analisis data yang digunakan pada penelitian ini adalah teknik analisis kualitatif dimana data-data yang diperoleh dianalisis dengan tahapan mereduksi data, menyajikan data, dan manarik kesimpulan. Hasil kajian dari penelitian ini berdasar data lapangan inklusi sosial yang dijalankan dalam pembangunan desa di Desa Tempuran adalah kebijakan pembangunan membawa masyarakat untuk inklusi (terlibat) dalam pembangunan desa yang mengarah pada pemenuhan hak masyarakat, ekonomi masyarakat, kepartisipasian masyarakat, dan pemberdayaan masyarakat, namun terkendala oleh kelambatan rekonstruksi sarana dan prasarana serta tidak ada pembaharuan atau inovasi yang dikembangkan dalam komoditas home industry (Industri Rumahan) masyarakatnya. Hal tersebut berimbas pada tidak maksimalnya perkembangan atau dinamika inklusi sosial dalam pembangunan desa yang dilakukan masyarakat Desa Tempuran. This research was carried out on the basis of the aim to find out how social inclusion was carried out in village development where the emphasis on social inclusion was aimed at vulnerable communities of exclusion (marginalization). The formulation of the problems in this article include; how is the concept of social inclusion in village development, what is the concept of marginal society, what is the concept of the village development cycle, and how the reality of social inclusion in the village development cycle. The method used is a qualitative descriptive method with data based on the study of laws, literature studies as well as empirical data on reality. Data analysis technique used in this study is a qualitative analysis technique where the data obtained are analyzed with the stages of reducing data, presenting data, and draw conclusions. The results of this study are based on social inclusion field data carried out in village development in Tempuran Village development policies bring the community to inclusion (involved) in village development that leads to the fulfillment of community rights, the community's economy, community participation, and community empowerment, but constrained by the slow reconstruction of facilities and infrastructure and no renewal or innovation developed in commodities home industry (Industri Rumahan) of the cmmunity, this has an impact on the non optimal development or dynamics of social inclusion in rural development by the people of Tempuran Village.

The Problems of Indonesian Migrant Workers (IMW) are very complex, both involving administrative, technical, legal, sosial, economic, family problems and future guarantees (Sulaiman, T., 2001). These problems are within the responsibility of the Central Government, the Representative Institutions of the Republik of Indonesia abroad (Indonesian Embassy), Regional Governments both Province and Regency / City to Village governments, even private parties. All of these have impacts, their respective roles and responsibilities which cannot be underestimated. The publikation of Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers, gives them better hope. But the question is how to follow up and form the model of protection. This study is a juridical review of formal legality with qualitative methods that are interpretive analytical. Data analysis uses interpretive methods with the aim of finding a more humane model of protection of migrant workers. Based on the results of the judicial and administrative studies there were significant changes in the protection of Indonesian Migrant Workers. However, practically it is not certain to have a significant impact. This can be seen from the indication that until now the Government has not issued a Government Regulation, nor has there been a region that has followed up by issuing Regional Regulations on the Protection of Indonesian Migrant Workers in their respective regions.
Abstract The ratification of the Regulation of the Minister of Education, Culture, Research and Technology number 30 concerning the prevention and handling of sexual violence in universities has become a legal protection platform for sexual violence. Sexual violence is rampant lately. As a tertiary institution that aims to become a university that excels in mastering science, technology and art based on Islamic religious values, it is appropriate that the Muhammadiyah University of Ponorogo make this ministerial policy an obligation that must be immediately realized in the campus environment. However, in its implementation, until now there has been no progressive step as a form of follow-up or implementation. The purpose of this research is to analyze the policy of the minister of education, culture, research and technology (Permendikbud). The researcher uses a qualitative descriptive approach, with a research process that seeks to investigate, and find social phenomena to further describe them thoroughly and complexly so that narratives can be presented with detailed reports according to the perspective of the informants. Then to collect data in this research using interviews with sources such as the Head of BAMA, and the Chair of the DPM. The results of the analysis that have been carried out are that there is no decision or policy from the University of Muhammadiyah Ponorogo regarding sexual violence as a form of implementation of this Permendikbud. Sebagai perguruan tinggi yang bertujuan menjadi universitas yang diunggulkan dalam menguasai ilmu pengetahuan, teknologi serta seni yang berlandaskan nila-nilai agama islam sudah selayaknya universitas Muhammadiyah Ponorogo menjadikan kebijakan menteri ini sebagai kewajiban yang harus segera direalisasikan pada lingkungan kampus. Akan tetapi dalam penerapannya, hingga saat ini belum ada langkah progresif sebagai bentuk tindaklanjut atau implementasinya. Tujuan dari penelitian ini adalah menganalisa kebijakan menteri pendidikan kebudayaan riset dan teknologi (Permendikbud) tersebut. Peneliti menggunakan pendekatan deskriptif kualitatif, dengan proses penelitian yang berusaha untuk menginvestigasi, dan menemukan fenomena-fenomena sosial untuk selanjutnya menggambarkan secara menyeluruh dan kompleks sehingga dapat disajikan naratif dengan laporan yang terperinci menurut sudut pandang narasumber. Kemudian untuk menghimpun data pada riset ini menggunakan wawancara kepada narasumber seperti Ketua BAMA, dan Ketua DPM. Hasil analisis yang sudah dilakukan adalah belum adanya keputusan atau kebijakan dari pihak Universitas Muhammadiyah Ponorogo tentang kekerasan seksual sebagai bentuk implementasi Permendikbud ini. Penelitian ini dilatar belakangi adanya kontraproduktif masyarakat pemerintah desa dalam mengembangkan objek wisata desa. Sedangkan potensi desa memiliki cagar budaya berupa makam dan masjid Kiai Imam Puro salah seorang tokoh penyebar agama Islam pertama kali di Ponorogo bagian barat tahun 1748 M dan banyak dikunjungi peziarah tidak kurang 1000 orang setiap tahunnya. Potensi lain seperti paguyuban kesenian kebo bule, reog, pengrajin UMKM, pasar, dan lahan kosong di sekitar cagar budaya belum diberdayakan dengan baik. Oleh karena itu penelitian ini bertujuan untuk menunjukkan kepada publik tentang strategi pengembangan wisata pada objek wisata religi desa Sukosari Kecamatan Babadan Kabupaten Ponorogo. Jenis dari penelitian ini adalah penelitian kualitatif dengan pendekatan fenomenologis. Untuk mengumpulkan data menggunakan teknik observasi, wawancara, dokumentasi, dan Focus Group Discussion (FGD). Data primer diperoleh melalui informan kunci yaitu pengurus masjid dan makam Imam Puro, kepala desa Sukosari, tokoh masyarakat, ketua paguyuban seni dan budaya, peziarah makam, dan warga setempat. Adapun untuk data sekunder diperoleh melalui dokumen, manuskrip, buku sejarah, artikel, website dan sumber lain yang relevan dengan teman penelitian. Untuk menganalisis data peneliti menggunakan teknik analisis SOAR (Strangths, Opportunities, Aspirations, dan Results). Hasil penelitian menunjukkan bahwa strategi pengembangan wisata desa yang dapat dikembangkan antara lain: pertama, Pengembangan pengelolaan cagar budaya berupa makam dan masjid Kyai Imam Puro; kedua, pemberdayaan kesenian kebo bule, reog, UMKM, dan potensi pasar untuk destinasi wisata desa; dan ketiga, pemanfaatan lahan kosong di sekitar makan dan masjid untuk rest area dan pertunjukan seni dan menjajakan produk-produk lokal.
