The implementation of regional autonomy has been running nearly 15 years. In fact, the purpose of regional autonomy for improving the welfare has not been fully achieved. This study aims to evaluate the implementation of regional autonomy in improving the welfare by using capital expenditure and growth as an intervening variable. We use the data of 461 counties and cities, the period of 2006-2013, Partial Least Square for testing hypotheses. Empirical evidence shows that decentralization significantly effect on capital, growth, and welfare. Capital has a significant effect on growth but does not has a significant effect on welfare. Growth has a significant effect on welfare. AbstrakPelaksanaan otonomi daerah telah berjalan hampir 15 tahun. Akan tetapi tujuan otonomi daerah untuk meningkatkan kesejahteraan masyarakat belum tercapai sepenuhnya. Oleh karena itu, penelitian ini bertujuan untuk mengevaluasi pelaksanaan otonomi daerah di Indonesia. Kami meneliti peran otonomi daerah untuk meningkatkan kesejahteraan masyarakat dengan menggunakan belanja modal dan pertumbuhan ekonomi sebagai variabel intervening dari 461 kabupaten dan kota di Indonesia, periode 2006-2013, menggunakan Partial Least Square untuk pengujian hipotesis. Hasil pengujian menunjukkan bahwa otonomi daerah berpengaruh signifikan terhadap belanja, pertumbuhan ekonomi, dan kesejahteraan masyarakat. Belanja modal berpengaruh signifikan terhadap pertumbuhan ekonomi namun tidak berpengaruh signifikan terhadap kesejahteraan masyarakat. Pertumbuhan ekonomi berpengaruh signifikan terhadap kesejahteraan masyarakat.
This study is to analyze the effect of local government characteristics consisting of size, age, status, population, number of work units (SKPD), employee expenditure and leverage on local financial independence as well as its impact on economic growth (GDP) and the Human Development Index (HDI) in the districts or cities in Indonesia. The sample used in this study amounted to 1003 financial statements of the local government districts or cities in Indonesia from 2009 to 2013. Samples were selected based on purposive sampling method. Data analysis technique used is Partial Least Square (PLS). The results show that size, age, status, population, number of SKPD, and have leverage positive and significant effect on the local financial independence. Employee expenditure has a positive and insignificant effect on the local financial independence. Local financial independence has negative and significant effect on economic growth. Local financial independence has positive and significant effect on the Human Development Index.
The implementation of regional autonomy in Indonesia has lasted almost 18 years. However, the success of regional autonomy has not been optimal. Some researchers discovered the existence of limitation of Regional Government Budget. This study investigates the presence of the degree of regional autonomy and its impact on social welfare using data covering all districts in Indonesia from 2013 to 2016. To test hypotheses, we first group districts based on the degree of regional autonomy and than test the existence of the degree of regional autonmy and its impact on social welfare simultaneously on each of regional autonomy degree. Partial Least Square release 6 is used to test hypotheses. The results show that the fiscal decentralization has a significant effect on capital expenditure in districts' APBD in Indonesia but has no significant effect on economic growth and social welfare of districts in Indonesia; capital expenditure in districts' APBD in Indonesia has a significant effect on the economic growth and social welfare of the districts in Indonesia; and economic growth has no significant effect on the social welfare of the districts in Indonesia. The significance of the influence between variables depends on the degree of regional autonomy.
This paper aims to explain and design a model for university governance with integrity that is focused on the core and business processes of university organizations. NVivo applacation had been used in this research. This study revealed that universities have not shown governance with integrity. The colleges have not established the values of integrity as key content at the core of their business and the business processes of a university, namely education, research, society services, human resource management, budgeting, cooperation, infrastructure, and leadership. Furthermore, corruption practices in university governance have been widespread. Therefore, by using method of Strategic Analysis Surfacing and Testing (SAST), this paper also formulates a model of university governance with integrity that puts emphasis on strengthening the core and business processes of university organizations and strengthening the organizational values of university institutions including culture, norms, regulation, management, and organizational structure.
