Radar Banjarmasin is one of several local newspapers in South Kalimantan under the JPNN group. Radar Banjarmasin with its tagline "Most Understanding of Region" provides the most current news. When Indonesia was hit by the Covid-19 pandemic, Radar Banjarmasin also reported on this case continuously. This study aims to determine how the editorial policy of print media (Radar Banjarmasin) in reporting the Covid-19 case in South Kalimantan. The research approach used is qualitative with an explanative type. The informants in this study were Mr. Toto Fachrudin as the Editor in Chief, and Mr. Ramli Arisno as the editor. The research results show that the editorial policy of Radar Banjarmasin in reporting the Covid-19 case in South Kalimantan is to focus on the pandemic by continuously monitoring the latest developments in the Covid-19 task force, the results of the Covid-19 test, monitoring hospitals, encouraging the task force to be transparent, and to monitor crowded places. Radar Banjarmasin has made the Covid-19 task force and the Health Service as the main reference, which is in line with Radar Banjarmasin's goal of reporting Covid-19, which is to educate the public, overcome disinformation and hoaxes that are circulating in the community.
The use of health communication in the group of Nahdlatul Ulama (NU) mosques and the group of Muhammadiyah mosques in the midst of the Covid-19 pandemic in Banjarmasin City is inseparable from the background of the two religious organizations. In responding to the government’s call for mosques not to hold Friday prayers to contain the transmission of Covid-19, the group of Muhammadiyah mosques made persuasive, cautious and rational approaches to convey the message of the call to the congregation. On the other hand, the message of the call conveyed by the group of NU mosques to the congregation is coercive and tends to cause fatal or radical attitude. This study recommends that the group of NU mosques be united to manage an organization functioning as a basis, umbrella, and command. This way more effective and controllable communication among NU mosques can be created to resolve internal differences while conveying communication messages. The conclusion and recommendation are based on the results of the research conducted through qualitative approaches using data collection techniques covering observation and unstructured interviews to obtain indepth and pure data. Qualitative data analysis was conducted before, during and after a field research.
Most studies of democratization in developing countries fail to link their analysis with the implementation of local government communication. As a consequence, the study of government communication is too elitist and central government-oriented. This study contributes to the study of government communication in the context of local governance for countries in a democratic transition. The authors use local government communication in public services in Banjarmasin City, South Kalimantan Province, Indonesia, as a case of observation. Using a qualitative approach to explore the complexity of cultural and structural factors, the authors combine the results of an analysis of various documents, observations and in-depth interviews relating to the practices of local government communication in South Kalimantan from January to June 2018. In conclusion, the results indicated that the quality of local government communication was influenced by various factors both cultural and structural. Although local cultural factors remain important, in the case of the South Kalimantan, structural factors have more influence on regional government communication. While regional government communication performance does not yet involve active participation from below, more elite-oriented than public-oriented. The regional government officers are less responsive and still topdown, so the ideas of professionalization of local government communications are still limited to expectations rather than reality. This study recommends that local government communication can be effective if it adopts a participatory government communication perspective by involving the key stakeholders and local people in participation in the planning and implementation of communication including women's voices and perspectives.
Mappanretasi (sea party) is a traditional form of communication that is only possessed by the Bugis community Pagatan Tanah Bumbu. Most people assume that Mappanretasi traditional ceremony is a ritual to worship the sea resulting in a shift in the meaning that should the ceremony to give thanks to God Almighty for overflow of grace and god giving has produced abundant marine, Mappanretasi time used as a means of establishing a relationship of friendship between uniting people of diverse ethnic groups with one another in a social environment, interpreted into a ritual to worship the sea. Mappanretasi implementation is still much that is not understood by many parties, giving rise to negative perceptions that essentially moral message contained in the ceremony. The research approach used in this study is a qualitative approach. This type of research is the method of Ethnography James P. Spradley and semiotics of Roland Barthes. The techniques of data collection in this study are in-depth interviews, nonparticipant observation, and study documentation. The results of the analysis and discussion of the study, the traditional ceremonies Mappanretasi has a moral message, the human must be say thanks to God Almighty for grace abundance, sustenance, and health have been given. As well as respect for the human form of local knowledge to the position of human nature which is not as exploiters of nature, but has a moral responsibility and to maintain the balance of nature itself. Banyak orang berasumsi bahwa perayaan tradisional Mappanretasi adalah ritual untuk ibadah atas hasil laut, dalam pergeseran makna perayaan itu berarti berterima kasih kepada Tuhan Yang Maha Kuasa untuk bersyukur dan berterima kasih atas produksi hasil laut yang melimpah, waktu Mappanretasi digunakan sebagai makna untuk membangun relasi pertemanan antara berbagai masyarakat yang terdiri dari banyak etnis dengan yang lainnya dalam lingkungan sosial, ini ditafsirkan dalam ritual ibadah laut. Penerapan Mappanretasi masih banyak yang tidak dimengerti oleh banyak orang, memberikan sebuah persepsi negatif atas pesan esensial yang terkandung dalam perayaan tersebut. Penelitian ini menggunakan pendekatan studi kualitatif. Tipe penelitian ini menggunakan metode etnografi dari James P. Spardley dan semiotik oleh Roland Barthes. Teknik Pengambilan data dalam penelitian ini melalui wawancara mendalam, observasi non-partisipan, dan studi dokumentasi. Hasil studi analis dan diskusi bahwa perayaan Mappanretasi adalah sebuah pesan moral, setiap orang harus berterima kasih kepada Tuhan Yang Maha Esa atas karunia, kelimpahan rezeki, dan kesehatan yang diberikan. Sebaiknya setiap orang harus menghormati bentuk dari pengetahuan lokal dan posisi sifat manusia yang tidak mengekspoitasi alam, tetapi memiliki moral tanggung jawab dan untuk keseimbangan alam itu sendiri.
