ABSTRACT:In recent decades, and in response to an increased focus on disastrous events ranging from armed conflict to natural events that impact cultural heritage, there is a need for methodologies and approaches to better manage the effects of disaster on cultural heritage. This paper presents the approaches used in the development of a Historic Environment Record (HER) for Syria. It describes the requirements and methodologies used for systematic emergency recording and assessment of cultural heritage. It also presents the type of information needed to record in the aftermath of disaster to assess the scale of damage and destruction. Started as a project at Durham University, the database is now being developed as part of the EAMENA (Endangered Archaeology in the Middle East and North Africa) project. The core dataset incorporates information and data from archaeological surveys undertaken in Syria by research projects in recent decades and began life as a development of the Shirīn initiative 1 . The focus of this project is to provide a tool not only for the recording and inventory of sites and monuments, but also to record damage and threats, their causes, and assess their magnitude. It will also record and measure the significance in order to be able to prioritize emergency and preservation responses. The database aims to set procedures for carrying out systematic rapid condition assessment (to record damage) and risk assessment (to record threat and level of risk) of heritage places, on the basis of both on the ground and remote assessment. Given the large number of heritage properties damaged by conflict, the implementation of rapid assessment methods to quickly identify and record level of damage and condition is essential, as it will provide the evidence to support effective prioritization of efforts and resources, and decisions on the appropriate levels of intervention and methods of treatment. The predefined data entry categories, use of a data standard, and systematic methods of assessment will ensure that different users choose from the same prefixed data entry and measurement inputs in order to allow for consistent and comparable assessments across different sites and regions. Given the general lack of appropriate emergency response and assessment databases, this system could also be applied in other locations facing similar threats and damage from conflict or natural disasters.
Chogha Zanbil, an Elamite ziggurat and UNESCO World Heritage Site in Iran, has considerable potential as a cultural tourism destination but currently it receives a surprisingly small number of visitors. The site has seen a successful international conservation project over the past decade: now it needs a complete heritage strategy, which will give suffi cient weight to developing sustainable tourism in a way that ensures the site's conservation, as well as its effective presentation to the public. This paper combines existing approaches to sustainable cultural development with primary research in Iran, including interviews with different stakeholders. It uses the Chogha Zanbil case study to suggest how visitor management strategies and cultural tourism can equip a site with the necessary tools to receive visitors and manage their impact while generating revenue for the site's maintenance and preservation. It also highlights the importance of local community participation in this process and provides examples of how local villagers can participate in, and benefi t from, the development of sustainable cultural tourism at Chogha Zanbil.
Purpose -The purpose of this paper is to discuss the application of documentation and recording techniques for World Heritage conservation using the case studies of the Petra Archeological Park (PAP) in Jordan and the Silk Roads Cultural Heritage Information System (CHRIS) in Central Asia. In the PAP case study, these techniques could aid in the assessment of risks faced by World Heritage properties and threats to the integrity of the Outstanding Universal Values (OUV). With respect to the Silk Roads CHRIS case study the Geospatial Content Management System (Geo-CMS) proposed aims to improve information management and collaboration among all stakeholders. Design/methodology/approach -Integrated surveying techniques and information management systems together with active stakeholder participation can be used as conservation and management tools. In the case of PAP, using a systematic documentation tool (MEGA-J) to conduct site condition and risk assessment of cultural heritage and combining photographs, maps and GPS measurements within a GIS platform allows for identifying the location and intensity of risks, and the degree of vulnerability within the PAP boundaries and buffer zone. In the Silk Roads CHRIS project the Geo-CMS brings together data from different fields, e.g. geography, geology, history, conservation, to allow for a holistic approach towards documentation, protection and management of a number of diverse sites to be combined in serial transnational World Heritage. Findings -The study provides insight into how digital technologies can aid in heritage documentation and conservation, including stakeholder involvement and training. Moreover, by means of the two case studies it can be shown that a combination of digital technologies allows for an efficient mapping of buffer zones and risks and how a Geo-CMS can form a common platform to manage large quantities of information of different origin and make it accessible to stakeholders in transnational projects. Originality/value -This paper discusses the use of digital technology and the participation of stakeholders in heritage conservation and documentation when dealing with complex World Heritage properties, e.g. serial transnational and archaeological ensembles at high risk.
