Kültür bir milletin kendine has, dili, dini, sanatı, müziği, mimari dokusu, adet ve gelenekleri gibi birçok etkeni kapsayan bir kavramdır. Tarihten günümüze kadar bütün milletler kültürleriyle birbirlerinden ayrılmıĢ, kendilerine ait bir kültür mirası bırakmıĢlardır. Türk kültürü de Orta Asya"dan Avrupa"ya uzanan bir coğrafya üzerinde, köklü bir geçmiĢe sahip olan bir kültürdür. Bu bağlamda, ortak Türk kültürünü gelecek nesillere aktarmak, dünyaya tanıtmak, Türk halklarının birlikteliğini ve kardeĢliğini güçlendirmek için 1993 yılında Azerbaycan, Kazakistan, Kırgızistan, Özbekistan, Türkmenistan ve Türkiye"nin Kültür Bakanlarının imzalamıĢ olduğu antlaĢma ile Türksoy Uluslararası Türk Kültürü TeĢkilatı kurulmuĢtur. Türksoy"un çalıĢmaları, kuruluĢundan bu yana üye ülke devlet baĢkanlarının himayelerinde yürütülmüĢ ve her yıl üye devletlerden bir kent Türk Dünyası Kültür BaĢkenti olarak belirlenmiĢtir. Türkiye"den de 2013 yılında baĢkent olarak seçilen EskiĢehir kentinde, Türk dilini konuĢan ülkeler arasında iliĢkiler kurarak, ortak Türk kültürünü, dilini, tarihini, sanatını, gelenek ve göreneklerini tanıtmak için birçok bilimsel çalıĢma ve etkinlik yapılmıĢtır. Bu konuda yapılan bilimsel çalıĢmaların ve etkinliklerin devamlılığını sağlamak, araĢtırmaları geliĢtirmek, görsel ve iĢitsel materyallerle gelecek kuĢaklara aktararak kalıcı kılmak ve kültür ekonomisi oluĢturarak sürdürülebilirliğini sağlamak için EskiĢehir Osmangazi Üniversitesi bünyesinde interaktif bir Türk Dünyası Kültür Müzesi"nin kurulmasına yönelik çalıĢmalara baĢlanmıĢtır. Bu çalıĢma kapsamında da, müzenin mimari projelerinin hazırlanma süreci ve mimari konseptin belirlenmesinde esinlenilen Türk kültürüne ait yapısal form ve detaylar anlatılmaktadır.
Üniversiteler genel anlamda bireylere akademik eğitim vermeyi, mesleki beceri ve yeterlilik kazandırmayı, bir yandan da bulundukları ülkeyi, bölgeyi, ekonomik ve kültürel açıdan kalkındırmayı amaçlayan eğitim kurumlarıdır. Bu kurumlardan faydalanan kullanıcıların, bilimsel ve akademik çalışmaları için kapalı derslik, laboratuvar, uygulama alanları ile boş vakitlerinde sosyalleşip, dinlenebilecekleri, bedensel aktivitelerini gerçekleştirebilecekleri açık alanlara ihtiyaçları bulunmaktadır. Bu alanların fiziksel yapıları ve kaliteleri, kullanıcıların kullanma biçimlerini doğrudan etkileyerek, bireyin sosyolojik, psikolojik ve akademik gelişiminde önemli rol oynamaktadır. Dinamik yapılar olarak üniversiteler, güncel ihtiyaçlara ve yenilikçi bilimsel çalışmalara olanak sağlayabilecek, mekânsal tasarımlara ihtiyaç duymaktadır. Bu çalışmada, Eskişehir Osmangazi Üniversitesi Meşelik Yerleşkesi'nde yer alan Fen Edebiyat Fakültesi'nin "Eğitim ve İdari" yapı tasarımı kavramsal çerçevesi üzerinden ele alınmıştır. Gestalt prensiplerinden şekil-zemin ilişkisinin üçüncü boyuttaki karşılığı olan dolu-boş teorisi ile tasarlanan yapı, Meşelik Yerleşkesi içerisinde bir doluluk olarak değerlendirilmiştir. yapı sınırları içinde tasarım alanı masif bir blok olarak görülmüş, yatayda ve düşeyde alt zemin, zemin ve zemin üstü kotlarda yapılan boşaltmalar ile biçimlendirilmiştir. Tasarım kararındaki bu boşaltmalar, üçüncü boyutta cephedeki açıklıklar ve yerleşke ile ilişkilemeyi sağlayan ara kesitler olarak açık alanları formüle etmiştir. İdari, akademik ve sosyal mekanların her biri enformel eğitimi destekleyen açık alanlar çevresinde toplanarak akademik personel ve öğrenci için bir etkileşim alanı oluşturulmuştur.
