The poverty-as-a-vaccine hypothesis came to light following the wide circulation of the controversial British Broadcasting Corporation (BBC) World Service post on the internet and social media. It was a theoretical response to what this paper has termed as “the African COVID-19 paradox” or what some have characterised as the “African COVID-19 anomaly” whose thesis is though Africa is the poorest continent in the world, yet it has some of the lowest COVID-19 infection and mortality rates globally. This paradoxical profile apparently contradicts earlier and grim projections by several international bodies on the fate of Africa in this global health crisis. Given this background, we specifically tested the validity of the hypothesis from a geographic perspective within the spatial framework of Africa. Data came from secondary sources. Evidence truly points out a significant negative relationship between COVID-19 and poverty in Africa and thus statistically supports the poverty-as-a-vaccine hypothesis. However, this does not confirm that poverty confers immunity against COVID-19 but it implicitly shows there are complex factors responsible for the anomaly. The main conclusion of the paper is that poverty has no protective immunity against COVID-19 in Africa and is therefore not tenable.
Like many developing countries over the decade, Nigeria has experienced rapid urbanization associated with numerous problems such as, among others, improper waste management practices, building development regulations and standards contraventions, environmental pollution, overcrowding, and flooding. In light of the foregoing, this article examines the use and effectiveness of development control measures in addressing flood vulnerability in Suleja, Nigeria. In carrying out this study, buildings vulnerable to flooding were identified and factors influencing their vulnerability as well as the implications of non-adherence to development control measures were also determined. As part of this study, a total of 278 questionnaires were administered to adult residents of the study area, using multi-stage sampling techniques. A quick bird's eye image of 15-meter resolution was used to identify and map out the buildings in the area considered vulnerable to flooding, using a 15-meter setback from the river banks. The study reveals that 799 buildings were built in contravention of building development standards and regulations in Suleja, while indiscriminate solid waste disposal methods were found to be strong factors influencing vulnerability to flooding in the area. The study also revealed that 47% of drainages in Suleja are blocked with indiscriminately disposed solid waste materials. The study recommends that an improved solid waste management system for Suleja be put in place to stem the imminent outbreak of diseases associated with poor environmental management and that development control measures be strictly enforced by the Niger State Urban Development Board.
Background: The high influx of private and public vehicles within global cities (including Ibadan) has resulted in traffic congestion within the city centre. Ibadan North-East, an urban local government area (LGA) within the metropolitan land area of Ibadan, has been experiencing automobile accidents and traffic congestion which in turn limits emergency responders.Objectives: The broad objective of the study was to develop a digital road network database for emergency response to road traffic accident, Ibadan North East, Nigeria.Methods: This study made use of primary and secondary data to generate spatial and non-spatial data. ArcGIS 10.3 was used to create the database, analyse data and display the results. Spatial search and network analysis were carried out using a kernel density estimated tool to generate a black-spot area within Ibadan North-East. Dijkstra’s shortest path algorithm in the ArcGIS Network Analysis was utilised to identify the closest health facility to the road traffic crash scene.Results: The most cost-effective haven introduced route impedance and is defined as the best route. Study findings show that dynamic distance varies from the best route to an alternative route. Also, kernel density estimation reveals that crashes widely occur in the northeastern and southwestern parts of Ibadan North-East (Iwo Road and Orita-Aperin). Incorporating live traffic data using GPS technology and traffic cameras was identified to enhance road traffic data documentation and safety.Conclusion: The study identifies GIS as a decision support system that is useful in the area of planning, mitigation, preparedness, response and recovery for decision-making in road traffic-related emergency management and emergency planning services in Ibadan.
The focus on urban planning continues to flood the global literature. However, there is continued silence and neglect with regard to rural planning. The study examined the state of rural planning in Oyo State, Nigeria. Primary data was sourced using structured questionnaires and in-depth interviews. Questionnaires were administered to two hundred and fifty (250) rural households in six (6) rural local government areas (LGAs) of Oyo State. It was revealed that rural areas remain neglected and behind in planning activities. A majority of respondents believe that no planning takes place in the rural communities in which they reside. The study concludes that improved communication on planning issues between the tiers of the bureau of physical planning and urban development offices remains the route to effective planning. Improved capacity building (expertise) and training are suggested for rural planners. It is also suggested that understanding the local culture is important in contributing towards effective and responsive rural planning.
