Increasing water demands, in parallel with water scarcity, force water utilities in developing countries to follow complex operation techniques for the distribution of the available amounts of water. The reduction of water losses from water supply systems can help fill the gap between supply and demand. This strategy is characterized by the variety of options, and identification of the most appropriate option is a demanding process. An integrated multi-criteria decision making framework, precisely analytic hierarchy process (AHP) is applied to prioritize water loss reduction options for a typical intermittent water supply network in Palestine. The AHP was applied to structure the decision problem into a hierarchy framework, and four groups of decision makers were engaged to evaluate the elements. The results show that the strategic plan, which comprises controlling and managing operational pressure, was the best option. The selection of this option was highly connected to the conditions of the case study and to the well-known advantages of this strategy to reduce losses. It is anticipated that the developed methodology will help water utilities to identify integrated water loss management plans that will guide utility managers to conduct better control for water losses.
Abstract. Harsh environment, severe aridity, and climate change create chronic water shortages in the Middle East. Technical challenges, socio-economic factors, and competing uses of water have escalated the difficulties in water planning at national and institutional levels. This research identifies opportunities and challenges associated with wastewater treatment systems and the potential for wastewater reuse in the West Bank, Tunisia, and Qatar through the following objectives: (1) identify the factors associated with successful and unsuccessful reuse schemes, (2) compare treated wastewater quality with end use application of treated wastewater, and (3) identify the governance and social challenges preventing the use of treated wastewater, specifically in agricultural applications. Water quality analyses and consultations with farmers, local stakeholders, and water and agriculture experts were conducted. Opportunities and challenges for treated wastewater reuse in agriculture are identified as the proximity of the treatment facility to agricultural areas, water quality, and motivation of farmers. With proper maintenance and appropriate monitoring, the modest (natural) treatment facilities in the West Bank and secondary treatment technologies in Tunisia are capable of producing effluent safe for use in production of certain agricultural products; however, in Qatar, despite massive investments in producing high-quality treated wastewater using advanced treatment technologies, there is little demand. For better planning of a managed aquifer recharge (MAR) project, the most promising strategies should analyze the environmental impact, socio-economic efficiency, and their contribution to the existing or future water resource conditions in the region. The challenge of such studies is to combine and quantify a wide range of criteria from the environment and society. This necessity leads to an integrated concept and analysis. This paper outlines an integrated approach considering environmental, health, social and economic aspects to support in the decision-making process to implement a managed aquifer recharge project as a potential response to water resource problems. In order to demonstrate OPEN ACCESSWater 2014, 6 3808 the approach in detail, this paper analysed several water resources management strategies based on MAR implementation, by using treated wastewater in the Northern Gaza Strip and the potential impacts of the strategies on groundwater resources, agriculture, environment, health, economy and society. Based on the Palestinian water policy (Year 2005-2025) on wastewater reuse, three MAR strategies were developed in close cooperation with the local decision makers. The strategies were compared with a base line strategy referred to as the so-called "Do Nothing Approach". The results of the study show that MAR project implementation with treated wastewater at a maximum rate, considered together with sustainable development of groundwater, is the best and most robust strategy amongst those analyzed. The analysis shows the defined MAR strategies contribute to water resources development and environmental protection or improvement including an existing eutrophic lake. The integrated approach used in this paper may be applicable not only to MAR project implementation but also to other water resources and environmental development projects.
