This article aims to reveal how the Food Policy Council in Toronto has affected the municipal and provincial policies since 1970s. By examining the municipal and provincial policies of land use, food, and conservation for agricultural land and natural environment, it is argued that the Food Policy Council has succeeded in introducing the food perspective to those policies in both the city and the province and contributed to creating the City Region Food Systems,. The reasons of the success are the diverse members of the Food Policy Council and its existence as a sub-committee of the Board of Health governed by the provincial law.
