En este trabajo se realiza un balance que recoge los pronunciamientos de la CRES organizada por la UNESCO y la Universidad Nacional de Córdoba (Argentina) en 2018, sobre la participación de las universidades en el logro de las metas de los ODS, en la perspectiva de articular las metas que se pretenden alcanzar para el 2030, en el marco de las tendencias de cambio y los ingentes problemas de desigualdad que se ha ahondado en la región. Con el abordaje de estos componentes, se analiza el impacto de las nuevas orientaciones de gobierno, algunas muy radicales, que se han presentado durante los últimos años, que van en sentido inverso al carácter democratizador, igualitario y de sustentabilidad que tienen estos objetivos. En ese sentido se presentan argumentos que hacen referencia a las condiciones y definiciones de algunas de estas políticas gubernamentales que, de un lado, apuntaron en su momento a mejorar la participación de las universidades en el logro de los ODS, y, en otro, en donde, la han entorpecido, sobre todo cuando se han aplicado severas restricciones presupuestales, se les reprime, se les constriñe en la vigencia de su autonomía y libertad académica, o de plano se les margina de las decisiones fundamentales que estarían acordes con una verdadera transformación educativa, académica y de soberanía científico-tecnológica.
En este trabajo se hace referencia a la transición en las universidades de América Latina, en un periodo de cambios que no han alcanzado a consolidarse, y que ahora se ha agravado por la expansión de la pandemia del virus COVID-19 y sus distintas variantes. Las reflexiones son de un grupo de estudiosos de la educación superior de países seleccionados de América Latina que, como se podrá percibir, guardan muchas similitudes entre sí, a pesar de sus diferencias. Se abordan dimensiones fundamentales de las funciones sustantivas de las universidades, en un periodo que ahora se presenta como una nueva tendencia de reflexión y debate en el contexto de una crisis generalizada, no sólo sanitaria, sino también educativa, social, económica y mundial. El propósito de este trabajo es ofrecer a los lectores estudios de un contexto que se mueve y define en medio de una gran incertidumbre. No se puede hacer teoría sobre un fenómeno que está aún en marcha y, hay que seguirle la pista dada su alta complejidad. Como se puede comprender, decir algo definitivo sobre lo que está ocurriendo y postular una tesis determinista sería muy aventurado. Vivimos en un momento en donde los conocimientos, las ideas, las percepciones, nuestro posicionamiento respecto de lo que vivimos cambia casi cada día, o bien por oleadas intermitentes y que en otros momentos de disipan.
