El presente artículo analiza la política energética como herramienta de lucha contra el calentamiento global, así como la incidencia de la gobernanza multinivel en la configuración de las políticas públicas y sus efectos en el desarrollo humano. Desde esa óptica, se toma como caso de estudio la política energética de Argentina, con especial foco en la provincia de Córdoba, en relación con dos aspectos esenciales vinculados a la eficiencia: por un lado, la generación de energía y la promoción de fuentes renovables, y por otro lado, el consumo. El análisis del caso da cuenta de una política energética desarticulada, con regulaciones contradictorias y efectos limitados sobre la transformación de matriz y la racionalización del consumo. Estos rasgos son derivados de una gobernanza ejercida por múltiples actores con autoridades regulatorias fragmentadas y diferencias técnico-ideológicas.
