Günümüze kadar Türkiye-Avrupa Birliği ilişkileri inişli-çıkışlı bir diyalog içerisinde olmuştur. Yaklaşık 60 senedir süregelen ilişkilerin tam üyelik ile sonuçlanamaması Türkiye için farklı alternatifleri gündeme getirmiştir. Bu çalışmada Türkiye-Avrupa Birliği ilişkisindeki süreçler, Türkiye'nin siyasi olarak Avrupa Birliği karşısındaki duruşu ve Avrupa Birliği'ne yönelik oluşturabileceği alternatifler özellikle güncel gelişmeler dikkate alınarak değerlendirilmiştir. Ayrıca uluslararası arenadaki alternatif örgütlerin varlığı ve Türkiye ile olan ilişkilerine değinilmiş ve Türkiye'nin hem Avrupa Birliği ile olan ilişkisi hem de diğer örgütlerle olan ilişkisi değerlendirilirken siyasi açıdan farklı bir uluslararası örgüte katılımın Avrupa Birliği'ne alternatif olup olamayacağı irdelenmiştir. Çalışmanın amacı, 1959 yılından beri süre gelen Avrupa Birliği'ne üye olma ihtimali devam ederken Avrupa Birliği'ne alternatif olabilecek örgütleri incelemektir. Bu noktada Şangay İşbirliği Örgütü ile Avrasya Ekonomik Birliği alternatif olabilecek örgütler olarak değerlendirmeye alınmış ancak Avrupa Birliği'nin tam olarak alternatifi olabilecek örgütler olmadığı kanaatine varılmıştır.
Sanayileşme ile artan kentleşme; kentlerde nüfus yoğunluğunu arttırmış, gelişen bu süreç nedeniyle kent içi ulaşım da önem kazanmaya başlamıştır. Şehirdeki insanları ve mekanları birbirine bağlayan ulaşım ağı çeşitlidir. Toplu taşıma araçlarından; otobüsler, metrolar, vapurlar, dolmuşlar, taksiler kent içi ulaşımda önemli bir yer tutmaktadır. Buna ek olarak belediyeler martı, tazı, bisiklet gibi alternatif ulaşım araçlarını da halkın hizmetine sunmaktadır. Kent içi ulaşım, öğrenciler için oldukça önemlidir. Nitel olarak tasarlanan bu çalışmada, öğrenci kenti olarak tanımlayabileceğimiz Çanakkale’de üniversite öğrencilerinin kent içi ulaşıma bakış açıları, öğrenciler için kent içi ulaşımın olumlu ve olumsuz uygulamaları tespit edilmeye çalışılmıştır. Çalışmada yarı yapılandırılmış görüşme formu kullanılmış, görüşmeler ekonomik ve zaman kısıtı nedeniyle Terzioğlu Kampüsü ve Anafartalar Kampüsündeki 40 öğrenciyle sınırlandırılmıştır. Yapılan görüşmeler sonucu elde edilen veriler Maxqda Analitik 2020 programında kodlanmış ve anlamlı bilgiler haline getirilmeye çalışılmıştır. Çalışma sonucunda Çanakkale Onsekiz Mart Üniversitesi öğrencilerinin kent içi ulaşımdan genel olarak memnun olmadıkları, kent içi ulaşımı pahalı buldukları ve kent içi ulaşımın geliştirilmesine ve iyileştirilmesine yönelik fikirlerine değinilmiştir. Bunlara ek olarak çalışmanın içinde katılımcıların vermiş olduğu bazı cevaplar doğrudan alıntılanarak metin güçlendirilmiştir.
Bureaucracy, which finds general expression as the functioning of states, became cumbersome as the state structure developed and grew and brought many problems with it. With the development of technology, the problems of the bureaucracy were felt more intensely. With the development of technology in the 21st century, the world has begun to undergo great changes both economically, sociologically and in terms of management. Both the central governments of the states and local governments were affected by this transformation. New management approaches have emerged in order to solve the rooted problems of the bureaucracy. This new management approach, which aims to give more authority to local governments by limiting the powers of the central government and trying to solve the problems of the bureaucracy, integrates technology into the bureaucracy, paving the way for citizens to get fast service without being exposed to bureaucratic problems, making the state or management mechanisms more transparent, accountable and service-oriented. forcing. In this context, the aim of the study is to try to determine which bureaucratic barriers between the municipalities and the public by using information technologies from the local government units where governance is most easily applicable. Accordingly, Ankara Metropolitan Municipality was selected for the study, and the existing website of the municipality was examined, and it was tried to determine which needs of the public quickly responded to with information technology, which problems the bureaucracy was or aims to eliminate.
1951 yılında ekonomik kaygılarla temelleri atılan ve günümüze kadar hem ekonomik hem de siyasi açıdan bütünleşmeye çalışan Avrupa Birliği federatif bir yapıya evrilme hedefiyle tek seslilik yolunda adımlar atmıştır. Zamanla supranasyonel bir yapıya bürünmüş bunu da oluşturduğu kurumlara yetki devri sağlayarak gerçekleştirmiştir. Euro’ya geçiş, serbest dolaşım gibi iş birliği alanlarını genişlemesi Birlik’in ekonomik hacminin büyümesine, sınırlarının gelişmesine, nüfusunun ve sorumluluk alanlarının artmasına sebep olmuştur. Ancak Birlik, Avrupa içerisinde “tek seslilik” oluşturmak için çıktığı yolda üye ülkelerdeki ekonomik krizler, aşırı sağın yükselişi, Brexit ve en son olarak yaşanan Covid-19 salgını ile tek seslilik vurgusunu kaybetmiştir. Çalışma kapsamında Birliği tek Avrupa olmaya yaklaştıran önemli adımlar irdelenirken bunun tam zıttı ayrıştırıcı özellikler de incelenmiştir. Çalışmanın temel araştırma noktası ise Covid-19 Pandemı̇sinin Birliğin tek sesliliğine etkisidir. Bu kapsamda, üye ülkelerin salgın döneminde aldıkları kararların, ekonomik durumlarının, aşı tedariği gibi sorunların Birliğe yansımasına odaklanılmıştır. Bu açıdan çalışmada daha önce de kendi içinde kırılmalar yaşayan Birlik’in küresel bir sağlık krizi ile karşılaştığında bütünleşme ve “Tek Sesli Avrupa” olma yolunda nasıl hareket ettiği irdelenmiştir.
