Abstrak: Media merupakan bahan dan alat untuk mendorong proses pembelajaran. Berdasarkan wawancara guru kelas II di SDN Karangtengah terdapat kesulitan siswa dalam kemandirian dan aspek-aspek berbicara saat pembelajaran. Tujuan penelitian ini untuk mengembangkan media boneka tangan untuk peningkatan kemandirian dan keterampilan berbicara siswa kelas II di SDN Karangtengah 3 Kota Blitar. Penelitian ini menggunakan 5 tahapa model ADDIE yaitu analisis, desain, pengembangan, implementasi, dan evaluasi. Teknik pengumpulan data menggunakan angket ahli materi dan ahli media. Penelitian ini diperoleh validasi ahli media diperoleh presentase 96% dengan sangat valid, validasi ahli materi diperoleh presentaase 94% dengan sangat valid. Respon peningkatan kemandirian siswa sebeum menggunakan media mendapat nilai 40% dengan kategori rendah dan setelah menggunakan media sebesar 88% dengan kategori sangat tinggi, dengan peningkatan keterampilan berbicara siswa sebesar 38% dengan kategori rendah, da setelah menggunakan media sebesar 91% sangat tinggi. Boneka tangan untuk peningkatan kemandirian dan keterampilan berbicara kelas II terkategori mengalami peningkatan tinggi. Jadi pengembangan media boneka tangan sangat valid serta dapat meningkatkan kemandirian dan keterampilan berbicara di SDN Karangtengah 3 Kota Blitar. Abstract: Media is everything that can be used to encourage the success of the learning process. Based on the interviews with second grade teachers at SDN Karangtengah 3, there are difficulties in student independence and aspects of speaking during learning. The purpose of this research is to develop hand puppet media as an increase in independence and speaking skills of grade II students at SDN Karangtengah 3 Blitar city. This uses 5 stages of the ADDIE model, namely analysis, design, development, implementation and evaluation. The data collection technique used questionnaires from material expert validation obtained a percentage of 94% with a very valid category. The response to increasing student independence before using the media got a value of 40% in the low category and after using the media by 88% in the very high category, with an increase in students speaking skills by 38% in the low category, and after using the media by 91% very high. Hand puppet for increasing independence and speaking skills in class II are categorized as having a high increase. So the development of hand puppet media is very valid and can increase independence and speaking skills at SDN Karangtengah Blitar City
