Zarys treści. Celem niniejszego artykułu jest próba zrekonstruowania przekształceń organizacyjno-własnościowych przedsiębiorstw transportu kolejowego w Polsce po roku 2000 1 . Artykuł składa się z dwóch części. W pierwszej, która ukazała się w Przeglądzie Geograficznym, 2010, 82, 4, omówiono zmiany organizacyjne i powstanie nowych przewoźników w transporcie ładunków kolejami normalnotorowymi. Przewoźnicy i przewozy pasażerskie kolejami normalnotorowymiPraktycznie od momentu, gdy przewozy po torach PKP Polskie Linie Kolejowe stały się możliwe dla przewoźników wywodzących się spoza Grupy PKP SA (niezależnych), byli oni zainteresowani prowadzeniem ruchu pasażerskiego na liniach, z których eksploatacji zrezygnowały lub zamierzały zrezygnować PKP. Na przykład, linią Sucha Beskidzka-Żywiec zainteresowany był ówczesny CTL Maczki Bór. PTKiGK Rybnik zainteresowane było przewozami po sieci kolei górniczych w okolicach Rybnika, a także dwoma odcinkami, na których PKP około 2001 r. zawiesiło przewozy pasażerskie (Kwidzyn-Prabuty i Tarnów-Szczucin). The purpose of this article is to seek to reconstruct the ownership transformation involving Poland's State Road Transport (PKS) companies passed through after 1990. Data collected from various sources (above all the Internet) were used to establish the degree of advancement of the transformation processes. Despite the passage of 18 years since the new economic reforms were launched, privatization processes are not well advanced. State ownership remains dominant, in the form of Treasury companies as well as state-owned enterprises. Privatization processes have encompassed fewer than half of all firms, the most popular form taken (in about a quarter of all analysed cases) involving leasing by workers. This would seem of major interest, attesting as it does to the greater activity of some worker's teams, as well as the passive role of the state in privatization processes. A much smaller number of firms (26) have been purchased by external investors, the only important international concern among these being Veolia, which had taken control of 11 PKS companies as of mid-2006. By and large, it is the firms carrying passengers or passenger and goods that are in a much better situation, as opposed to the companies that are commodity-carriers only. The majority of the latter have collapsed, or have undergone the kind of privatization that involves simultaneous shutdown. Mixed passenger and goods carriers have had to reduce their level of activity in commodity transport.
Mid-March 2020 surprised societies of many countries with restrictions resulting from a need to curb the spread of a pandemic caused by a new type of coronavirus. Poland joined this group very quickly. The growing isolation of society also had an impact on non-urban public transport, especially one that was operated at the carriers’ own risk. The author of the article had a database, current as of spring 2019, with the number of bus connections in the area of six counties covering the ranges of the Low Beskids and the Bieszczady Mountains. This was an ideal starting point for trying to answer the question what the situation is like almost exactly a year later. Based on a study conducted in early April 2020, a catastrophic picture of public transport in the area has emerged. In the case of Bieszczady and Lesko Counties, there was a total lack of local bus connections. In Sanok, Krosno, Jasło and Gorlice Counties, the network of connections serving mainly the capitals of these units of administrative division has been severely limited. One of the main reasons for the observed process is suspension of school activities. This is also accompanied by a reduction in adult mobility resulting from a fear of a serious disease and a greater tendency to use other means of transport, as well as resignation from commuting by people working in jobs where remote work is possible or in companies that suspended their activity. Maintaining this situation poses a threat of huge economic problems for carriers. If it continues for many months, it may result in difficulties in traveling to schools that may appear after the holidays.
Streszczenie: Prowadzone przez autora artykułu badania dotyczące wykluczenia transportowego na obszarze powiatów Beskidu Niskiego i Bieszczadów unaoczniły problem braku pełnych i wiarygodnych źródeł umożliwiających nie tylko prześledzenie zmian w sieci pozamiejskiego transportu autobusowego, ale wręcz rozpoznanie jego aktualnej oferty. W toku badań okazało się, że sytuacja w ciągu ostatnich blisko 30 lat uległa diametralnemu pogorszeniu ze względu na znaczne rozproszenie informacji dotyczących rozkładów jazdy przewoźników autobusowych. W związku z tym zgromadzenie oczekiwanego materiału badawczego okazało się znacznie bardziej czasochłonne niż autor zakładał. Skłoniło go to do omówienia w jednym miejscu barier, jakie mogą napotkać naukowcy w swoich badaniach dotyczących sieci publicznego transportu zbiorowego. Szczególnie wiele miejsca poświęcono omówieniu, z perspektywy badacza, skutków podziału pomiędzy poszczególnych organizatorów transportu kompetencji w zakresie zatwierdzania rozkładów jazdy. Wskazywane są także inne zagrożenia dla badaczy zajmujących się przedmiotową tematyką. Artykuł wieńczą rekomendacje mające usprawnić nie tylko badania naukowe, ale także ułatwić życie pasażerom pozamiejskiego transportu publicznego, korzystającym z niego codziennie.
On the basis of inventory research carried out by the authors on single transport FDI, a hierarchy of the ten largest Polish cities is created, and then related to the number of inhabitants. The paper focuses on the location of corporate headquarters (HQs) serving various control (decision-making) functions and simultaneously playing an urban-creative role. The analysis confirms in part only the idea that the more advanced the branch of the economy, the more the city in which a corporate HQ is located is likely to occupy a higher rank in the administrative hierarchy, with a simultaneous large number of affiliates. The findings arise out of in-depth research, albeit on the basis of a relatively small number of incidences of foreign investment in the Polish transport sector. Whether it is the criteria of absolute amount of capital invested, number of employees or number of controlled investments, it is consistently the city of Warsaw and its metropolitan area that tops the rankings. Alongside inter-urban differentiation in transport FDI, analysis also confirms substantial intra--urban variation.
