In its development, the tendency of an agrarian society has shown how important the land sector is for rural communities to develop and improve their economy through the land sector. Thus, this PKM activity is important because the idea of a legal policy regarding the digitization of land administration must be well organized to accelerate the development process and as a basis for the legal settlement process. The method of implementing this PKM activity has several steps such as identifying initial problems through observation and interviews, socializing the arrangement of digitizing land administration based on legal policies, carrying out FGDs, and evaluating PKM activities systematically. The results of the PKM activity in Gobah Village showed that this activity was carried out in three main sessions, namely registration of participants and opening of the event, resource persons giving presentations, and FGD sessions with local communities. Then this activity can be said to have been carried out well, but there are still some notes that need to be carried out regularly to improve the quality of land data.
Government efforts to support food security have been made through various potentials in the agricultural sector, such as sago development as a locally-based alternative food source. However, the facts show that sago can only be used as a second staple food and requires adequate local government capacity in its development. This study uses a qualitative method with a literature study approach. Data collection techniques used are documentation techniques in journals, proceedings, books, government websites, and online news related to various government strategies in developing sago. The results showed that the Meranti Islands Government had socialized the "One Day With Sago" program in knowledge and skills dimensions. However, due to insufficiently accommodated socialization, this program was less effective in changing the surrounding communitys lifestyle. Second, local governments ability in the technical system dimension is already running well; increased sago production shows this. Third, in the managerial system dimension, the local government has designated Meranti as a sago cluster and supports the sago development program budgeted through central, provincial, and district funds. Fourth, in the dimensions of values and norms, every organization that handles agricultural affairs has a good understanding of the sago development policys direction and objectives in the Meranti Islands.
The government has a crucial role in the management of COVID-19 since it is a leader. However, to speed up breaking the chain of transmission of COVID-19, the government needs various solutions from various stakeholders, considering that the COVID-19 pandemic is a broad problem and all parties are required to work together to achieve this goal. This study aims to explain the influencing factors and implications of the Penta Helix synergy in handling COVID-19 at the Pekanbaru City Level. This study then used a qualitative analysis method with Nvivo 12 Plus as an analytical tool to help visualise data from online media. The findings of this study indicate that the factors that influence the synergy of the Penta Helix model in handling COVID-19 at the Pekanbaru City Level include the role of government, involvement, and equality between actors, joint decision-making processes, formal organization, consensus, and collaboration factors in problem-solving. Then, the synergy of the Penta Helix model in handling COVID-19 in Pekanbaru City has two impacts, namely, the implications for developing the spirit of cooperation and accelerating the handling of the COVID-19 pandemic in Pekanbaru City. The implications of this research provide a reference for the importance of strengthening actor synergy based on a systematic mapping of the balance of roles of each stakeholder to optimally contribute to handling COVID-19 at the Pekanbaru City Level.
