Resumen. Este artículo relaciona la tesis de la desprofesionalización con la situación actual del Trabajo Social en España. Con desprofesionalización se hace referencia al proceso de erosión del monopolio de conocimiento y que tiene como consecuencia la pérdida de autonomía y autoridad profesional. Se aportan los elementos conceptuales de esta teoría aplicados al Trabajo Social y se estudian cinco de los factores que inciden en el proceso de desprofesionalización: a) la política de precarización en la provisión de servicios sociales; b) la precarización del mercado de trabajo; c) la burocratización del campo y quehacer profesional; d) la codificación y estandarización de la intervención; y e) la fragmentación del proceso de conocimiento. Se establecen las bases para comprender los riesgos a los que se enfrenta el Trabajo Social como profesión y se pone en valor la autonomía profesional desde la ética y desde el refuerzo de las bases científicas. This article relates de-professionalization theory to the current state of social work in Spain. Deprofessionalization refers to the process of erosion of the monopoly on knowledge as a consequence of loss of professional autonomy and authority. The conceptual elements of this theory are applied to social work and five factors that impact on the de-professionalization process are studied: a) the policy of precariousness in the provision of social services; b) the increasing precariousness of the job market; c) the bureaucratization of the professional field and activity; d) the codification and standardization of intervention; and e) fragmentation of the knowledge process. Bases are established to comprehend the risks that social work faces as a profession, and professional autonomy is emphasized from the perspective of ethics and reinforcement of scientific foundations. ResumenEste artículo tiene como objeto analizar los retos de la universalización, la consolidación, la vertebración y el reconocimiento social de los Servicios Sociales. Se ha utilizado una metodología cualitativa basada en el análisis del discurso a cincuenta expertas en Trabajo Social. Se diferencian cuatro discursos: a) el modelo neoliberal trunca el proyecto de universalización de los Servicios Sociales; b) el debate de la ley nacional de Servicios Sociales; c) los Servicios Sociales en la agenda política nacional; y d) el neoliberalismo introduce un modelo neoasistencialista en la atención a los problemas sociales. Se concluye destacando el valor del Trabajo Social en la configuración de los Servicios Sociales, tanto en su historia y como en el presente.
AbstractThe present study sought to analyse the challenges for Social Services in Spain, i.e. universalising, consolidating, structuring and social recognition. A qualitative methodology was followed based on the discourse analysis of fifty Social Work experts. Four types of discourses were distinguished that addressed the following issues: a) the neoliberal model and its truncating of the Social Services' universalising project; b) the debate on Spain' s National Law of Social Services; c) Social Services in the country's political agenda; and d) the introduction by neoliberalism of a neo-assistance model to address social problems. To conclude, we highlight the valuable contribution of Social Work to the shaping of Social Services, both historically and today.
