La pesca comercial ribereña es una práctica económica común para las poblaciones que viven en las áreas naturales protegidas de dominio marítimo-terrestres. El presente trabajo tiene como objetivo describir la forma organizativa de la pesca comercial ribereña en la Reserva de la biosfera de Ría Celestún (noroeste de la península mexicana de Yucatán). Se mostrará cómo la organización y la regulación oficial de la actividad se completan con una distribución de los espacios de aprovechamiento de naturaleza sociocultural que están siendo modificados por la demanda de los mercados internacionales (asiático, europeo y estadounidense). Para ello, se utilizarán datos cuantitativos procedentes de las instituciones públicas y entidades privadas, y cualitativos obtenidos en el trabajo de campo. Coastal commercial fishing is a common economic practice for local populations of natural protected areas which encompass both maritime and terrestrial environments. The aim of this paper is to describe the organizational pattern of coastal commercial fishing in the Ría Celestún Biosphere Reserve (northeast of the Yucatan peninsula). It explains how the organization and official regulations of the above-mentioned activity are completed by the distribution of spaces of utilization, which is embedded in its socio-cultural context, and is currently being modified by the demand conditions of international markets (US, European and Asian). The research is based on quantitative data provided by public institutions and private entities, as well as on qualitative data obtained during the field work. Ce travail a pour but de décrire la façon dont s'organise la pêche commerciale côtière dans la Réserve de la biosphère de Ria Celestún (nord-ouest de la péninsule mexicaine du Yucatán). Nous montrerons comment l'organisation et la régulation officielle de l'activité vont de paire avec une distribution des espaces d'exploitation de nature socioculturelle qui sont en voie de modification suivant la demande des marchés internationaux (asiatique, européen et américain). À cet effet nous utiliserons des données quantitatives provenant des institutions publiques et privées, notre travail sur le terrain nous ayant fourni les données qualitatives.
Los acuerdos internacionales sobre el derecho del mar y las responsabilidades en el manejo de los recursos acuáticos vivos son relativamente recientes (Convención de las Naciones Unidas sobre el Derecho del Mar, 1982). Hoy se constata que los países en desarrollo son suministradores de pescados y mariscos de los países desarrollados, impactándoles socioeconómicamente. La investigación tiene por objeto reconocer los acuerdos y los instrumentos normativos vigentes (internacionales y nacionales) que vinculan pesca y acuicultura con el desarrollo sostenible; realizar un acercamiento socioeconómico a mencionadas actividades en México; y sintetizar los desafíos de aquellos sectores. Fundado en los pilares de la sostenibilidad, base de la economía azul, se aprecia sintonía entre las escalas regulatorias, aunque la falta de capacidad de gestión, las disfunciones por ausencia de ordenamiento y su impacto ambiental condicionan el desarrollo sostenible. Esta situación demanda más atención si cabe, en el comienzo del ‘Decenio de las Ciencias Oceánicas para el Desarrollo Sostenible (2021-2030)’ propuesto para el 1 de enero de 2021.
Resumen. Las cooperativas pesqueras de la zona Pacífico Norte (estado de Baja California Sur) son uno de los pilares de la tradición cooperativista mexicana. No obstante, escasean las investigaciones que indagan sobre su origen y consolidación. El artículo comienza a mediados del siglo xix y examina la valoración y explotación de ciertos aprovechamientos marinos por extranjeros. Continúa con el análisis del periodo posrevolucionario, momento en que las cooperativas fueron un instrumento legal para la explotación de los recursos naturales. La primera de la zona se constituyó en 1939 y la última en 1974. El estudio territorial analiza el lugar donde se concretizan la inversión y la mano de obra. Así será posible reconstruir los procesos territoriales de una de las zonas mexicanas más periféricas.Palabras clave: cooperativas pesqueras; desarrollo rural; pesca; El Vizcaíno.Abstract. The fishing cooperatives of the Pacífico Norte region (in the state of Baja California Sur) are one of the pillars of the tradition of cooperatives in Mexico. However, there are only few studies regarding the sector's origins and consolidation. The paper's analysis starts in the mid 19th century and investigates the evaluation and exploitation of certain marine resources by foreigners. It continues studying the postrevolutionary period when the cooperatives were created as a legal instrument for the utilization of natural resources. The first one in the area was constituted in 1939 and the last in 1974. The territorial analysis focuses on the places where investments and labor take place. Thereby it will be possible to comprehend the territorial processes of one of Mexico's most peripheral areas.
La pesca en el lago Metztitlán (estado de Hidalgo) acontece desde tiempos inmemoriales, por lo que no es de extrañar que abunden las investigaciones hidrobiológicas, geológicas e históricas, sin embargo, escasean los estudios enfocados en lo social. Conjugando metodologías geográficas y antropológicas, se reconstruyen los procesos territoriales sucedidos en el lago desde los años 1950, década a la que se remontan los recuerdos de los actores entrevistados, hasta 2020 último año en el que el lago se secó. Asimismo, se indaga sobre las relaciones establecidas entre dos territorialidades superpuestas: la estatal (relativa al Estado) y la comunitaria (vinculada a los acuerdos locales). Los resultados distinguen tres etapas: «no capitalista» (1950-1984), «capitalista productivista» (1985-1999) y «hacia el capitalismo verde» (2000-2020); también fundamentan que el lago se convirtió en un territorio capitalista por los poderes públicos que, si bien inicialmente entendieron la pesca como medio para mejorar la alimentación de la comarca, más adelante la convertirían en una actividad comercial; por último, confirman que las relaciones territoriales establecidas son convergentes.
