Penelitian ini bertujuan mendeskripsikan dan menganalisis efektivitas pelayanan pembuatan kartu keluarga di Dinas Kependudukan dan Pencatatan Sipil, Kabupaten Timor Tengah Utara (TTU). Metode yang digunakan adalah metode kualitatif dengan teknik analisis data bersifat analisis deskriptif. Informan penelitian adalah Kepala Dinas, Pegawai Bidang Pelayanan Kartu Keluarga, warga masyarakat pengguna jasa layanan. Data dikumpulkan melalui wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa pelayanan pembuatan kartu keluarga belum efektif dan berjalan sesuai dengan ketentuan dan peraturan pemerintah. Peneliti merekomendasikan kepada Kantor Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Kabupaten TTU untuk: (a) meningkatkan pengetahuan dan keahlian para pegawai dalam melayani warga; (b) melaksanakan kegiatan sosialisasi ke kecamatan-kecamatan tentang pentingnya kartu keluarga karena sebagai identitas kepala keluarga agar masyarakat sadar akan kepemilikan kartu keluarga bagi setiap kepala keluarga; (c) menambah alat pencetakan kartu keluarga agar proses pencetakan cepat dan tepat dengan waktu yang ditentukan dengan mengajukan usulan kepada kantor pusat untuk penambahan alat pencetakan kartu keluarga; (d) memperhatikan tempat pelayanan seperti penambahan kursi diruang tunggu bagian luar agar pengguna/jasa, mendapatkan tempat duduk pada saat mengantri.
The rate of maternal and child mortality is an indicator to measure the degree of maternal and child health in North Central Timor, East Nusa Tenggara which is directly adjacent to the Timor Leste. The fluctuation in maternal and infant mortality shows that the health level of border communities does not meet health standards. The government's efforts are to improve the quality and health services access through the provision of mobile health centres, maternity homes in health centres (Puskesmas), birth waiting homes and placement of midwives in the village. In addition, with the existence of Regional Regulation Number 4 of 2012 concerning Maternal and Newborn Babies Health (KIBBLA), each delivery must be carried out at an adequate health facility or at Puskesmas. Although various efforts have been carried out, but the problem of maternal and child health in North Central Timor remains a separate problem. The causes of maternal and infant mortality are related to maternal health conditions since the process of pregnancy, childbirth, childbirth, socioeconomic, geography, and behaviour-culture of the people which are covered in 4T (too-old, too-young, too-much, too-often) and 3T (too-late in making decisions, too-late in carrying and too-late in getting health service).
Penelitian kualitatif ini bertujuan mendeskripsikan dan menginterpertasikan pengelolaan Badan Usaha Milik Desa (BUMDes) Mina Piul dalam meningkatkan taraf perekonimian masyarakat di Desa Oetalus, Kecamatan Bikomi Selatan, Kabupaten Timor Tengah Utara. Data dikumpulkan melalui observasi, wawancara dan dokumentasi. Proses analisis data mengikuti model interaktif. Hasil penelitian menunjukan bahwa perencanaan, pengorganisasian, dan rekrutmen pengelola BUMDes Mina Piul dilakukan melalui forum musyawarah bersama di kantor desa. Pemerintah desa bersama BPD dan masyarakat memilih dan menetapkan badan pengurus/pengelola BUMDes serta menetapkan beberapa program yang dikerjakan oleh BUMDes Mina Piul. Terdapat beberapa program yang telah dikerjakan namun tidak terealisasi dengan baik. Hal ini disebabkan beberapa faktor antara lain: kurangnya anggota dalam mengurus setiap unit usaha, kurangnya pengetahuan dari anggota dalam mengelola setiap program, dan dalam pembagian tugas belum sesuai degan keterampilan anggota. Pengawasan yang dilakukan oleh badan penawas BUMDes Mina Piul dinilai masih lemah. Peneliti merekomendasikan pengelola BUMDes Mina Piul: (a) merekrut penambahan anggota; (b) melaksanakan diklat atau pelatihan sehingga menambah kreativitas anggota serta dalam pembagian tugas diharapkan sesuai dengan keterampilan dari anggota; (c) distribusi sumber daya manusia yang lebih merata antar unit usaha; dan (d) meningkatkan pengawasan.
The problem in this study is that there are some Muslims who are trying to manipulate marriage data because they want to perform a nationwide legal double marriage. With this problem that occurs almost in all parts of Indonesia, the Director General of Bimas Islam issued the instruction number DJ.II/369 of 2013 on the implementation of the Marriage Management Information System (SIMKAH) in the Office of Religious Affairs (KUA) sub-district The problem in this study is that there are some Muslims who try to manipulate marriage data because they want to perform a nationwide legal double marriage. However, when using the SIMKAH application, there are also recurring server errors caused by dense access to the central SIMKAH server. The purpose of this study is to describe the effectiveness of the Marriage Management Information System Program (SIMKAH) to prevent data manipulation in the Religious Affairs Office (KUA) of Kefamenanu City District, TTU Regency. This research is a descriptive research with a qualitative approach, so the technical data analysis is presented in the form of a presentation or overview of the findings in the field, both in the form of data and information from interviews and other documents. The results of the research in the field show that since the use of SIMKAH application, KUA Kefamenanu Municipality recorded as many as 18 data manipulation experiments conducted in 2018-2020. This SIMKAH application is very effective in the effort to prevent manipulation of marriage data, because the SIMKAH application has been linked to the data of DUKCAPIL, so that only by entering the NIK of the bride and groom, all the data will appear automatically, starting from name, birthplace, date, address, parents' name and marital status. Future brides whose dates are married will need to provide a divorce certificate to register a second marriage, which will be uploaded to the SIMKAH application. If the person cannot provide the divorce certificate, the marriage registration process will not proceed.
