Este artículo trata de la producción del espacio público urbano, a partir del estudio de caso del Proyecto Eje Tamanduateí, propuesto por el ayuntamiento del municipio de Santo André, en São Paulo, Brasil. En el contexto de la privatización de los espacios en la ciudad contemporánea, la implementación de proyectos urbanos, por los sectores público y privado asociados, ha sido largamente utilizada como una de las formas principales de intervención urbanística, utilizando la retórica de la valorización del espacio público. Basado en las referencias históricas, se propone una reflexión crítica, a partir del binomio espacio público/proyecto político, buscando identificar la relación entre la política de "inclusión social" de la administración municipal de Santo André (PT) en el período de 1997/2000, y el proyecto urbano Eje Tamanduateí, así como el carácter del espacio publico resultante, a partir de la aplicación del instrumento urbanístico de las "operaciones urbanas". O artigo discute uma experiência associada de projeto urbano e planejamento participativo ocorrida em Lajedinho/BA, cidade com elevado nível de ruralização onde, em 2013, ocorreu uma grave enchente, com vítimas fatais e destruição parcial da cidade. Com aportes teóricos sobre o plano e o projeto e, considerando as bases jurídicas e programáticas da política urbana brasileira, analisa a relação entre projeto e plano na formulação de uma agenda pactuada e socialmente legitimada para as cidades, identificando tensões reveladoras de limites e também de potenciais de articulação e interação. Os resultados mostram o quanto a desconexão entre os instrumentos pode acentuar os problemas urbanos e socioambientais que pretendem solucionar e apontam para a possibilidade de ressignificar o plano diretor e o projeto urbano, atribuindo sentidos e significados na perspectiva do direito à cidade.Palavras-chave: Projeto urbano. The results show how much the disconnect between the instruments can accentuate the urban and socio-environmental problems both of them intend to solve and point to the possibility of reframing the master plan and the urban project, attributing meanings from the perspective of the right to the city.Keywords: Urban design. A produção corporativa das cidades brasileiras se dá sob condições de mercantilização do espaço urbano, associada à segregação socioespacial, especulação imobiliária e captura da dimensão coletiva e pública das cidades. Tal situação tem levado os moradores a acionarem estratégias para a defesa do direito à cidade, incluindo o sistema de justiça. O objetivo deste artigo é analisar a aplicabilidade e a eficácia de instrumentos jurídicos e urbanísticos naminimização dos impactos socioespaciais, tendo como estudo de caso o empreendimento Horto Bela Vista (HBV), no bairro do Cabula, na cidade de Salvador (BA). O estudo utiliza pesquisa bibliográfica e documental, particularmente sobre o processo constante no Ministério Público do Estado da Bahia. Como resultado, constatou-se que, apesar da importância das reparações e compensações conquistadas, os instrumentos acionados apresentam limites para sua efetividade, tensionados tanto na perspectiva do urbanismo corporativo quanto do direito à cidade.
RESUMO Nas cidades contemporâneas o bairro constitui-se em importante categoria de análise, ainda que sob os efeitos, cada vez mais explícitos, da segregação e fragmentação socioespaciais, inerentes à produção capitalista do espaço. O objetivo do presente artigo é discutir o conceito de bairro no contexto da fragmentação na metrópole, com ênfase no bairro IAPI (Salvador/BA), que resultou da implantação(1944 a 1948), do primeiro conjunto habitacionalda cidade, financiado pelo Instituto de Aposentadoria e Pensões dos Industriários (IAPI). Com a intensificação do processo de urbanização, o bairro foi sendo ocupado por diversos estratos sociais, mediante a implantação de loteamentos ede territórios populares. Efetuamos uma análise físico-espacial com realização de pesquisa de campo junto aos moradores, de caráter qualitativo. Os resultados apontam que o bairro do IAPI constitui-se em um conjunto de lugares urbanos fragmentados, decorrente da segregação e fragmentação socioespacias estabelecidas e retroalimentadas pela lógica do capital imobiliário especulativo, e pela falta de políticas públicas de promoção ao direito à cidade, bem como da ausência de espaços de uso coletivo. Conclui-se que há um comprometimento à percepção comunitária do bairro como um lugar coletivo em sua totalidade e do sentimento de pertencimento ao local. Palavras-chave: Bairro. Fragmentação Urbana. A pandemia da Covid-19 desnudou a face cruel da política urbana no Brasil, revelada na incapacidade histórica de enfrentar os graves problemas estruturais das cidades. Com uma robusta base jurídica e institucional, essa política pública incorporou instâncias de participação e controle social nos três níveisdo governo, atualmente em processo de desmonte na esfera federal. Num contexto de crise política e sanitária, este artigo, com base em pesquisa documental e bibliográfica, revisita o histórico de constituição e atuação do Conselho Estadual das Cidades da Bahia e do Conselho Municipal de Salvador e avalia a atenção dada à pandemia. Os resultados evidenciam as contradições e fragilidades na atuação e a ausência de compreensão, nos âmbitos dos conselhos e dos governos, do potencial dessas instâncias e do indispensável acionamento da política urbana no enfrentamento da pandemia.“QUARANTINED” COUNCILS? Participation and social control in urban politics during the Covid-19 pandemicAbstractThe Covid-19 pandemic uncovered a cruel face of urban politics in Brazil, revealed in the historical inability to face the serious structural problems of the cities. Within a sturdy legal and institutional basis, this public policy has incorporated instances of participation and social control at the three government spheres, currently in the process of dismantling at the federal sphere. In a context of political and health crisis, this article revisits the history of the constitution and action of the State Council for the Cities of Bahia and the Municipal Council of Salvador and assesses the support provided to the pandemic, based on documentary and bibliographic research. The results show contradiction and weaknesses in the performance of councils and government scopes, lack of understanding of the potentiality of these instances and the indispensable acting of urban policies when facing the pandemic.Keywords: Covid-19.
