Service providers face new challenges in designing and managing voice over IP (VoIP) telephone network (PSTN) segment assumes a significant role. In this paper, we describe mechanisms for efficient, reliable, and scalable operation of hybrid VoIP and circuit-switched networks. Specifically, we make use of the emerging IP Multimedia Subsystem (IMS) architecture to enable admission control, routing, and quality of service (QoS) assurance for VoIP-to-PSTN interoperation.
