The peri-urbanization process brings new challenges to governments of peripheral municipalities. They require stronger capacities to deal with economic, social and environmental impacts such as rural and urban in-migration, land speculation, conversion of agricultural and forestry land into urban uses, negative environmental externalities and de-territorialization and re-territorialization of livelihoods. Here, urban governance in the form of collaborative social networks seems to be crucial for better solutions for the benefit of people. However, the ability to manage collaborative networks is closely related to the way relationships are established inside the organization as well as its institutional context. Based on a social capital approach, this article explores the structure and processes of an intra-government network that lead its actors to work together to try to improve the quality of life of the local residents and control expansion of urbanization over agricultural land.
Durante las últimas décadas las ciudades en riesgo se han incrementado considerablemente, en especial sobre países en desarrollo, estimulado por el crecimiento demográfi co y la constante reconfi guración urbana. Estos parámetros se manifi estan en la expansión urbana, conformando sectores periurbanos marginales y precarios que al ser impactados por eventos de inundaciones magnifi can sus condiciones de vulnerabilidad. La ciudad de Morelia en los últimos diez años ha manifestado la recurrencia de esta problemática, refl ejándose en las características sociorresidenciales periféricas, debido al incremento de población en situación precaria. Por lo tanto, las consecuencias de las inundaciones suelen ir acompañadas de diversas decisiones y condiciones humanas, de tal forma, este trabajo parte de la correlación de variables físicas y sociales, así como del uso de diversos métodos y herramientas para obtener los parámetros necesarios en el reconocimiento de áreas precarias y su relación con el riesgo de desastre por inundaciones.
Urban sprawl on the periphery of cities generates new dynamic and heterogeneous peri-urban spaces. The municipality of Tarimbaro, Michoacán, has experienced rapid urbanization resulting from the expansion of Morelia, the neighboring midium-size city. This has provoked a significant reduction of agricultural systems and environmental and social impacts. Due to this, management capacities of local government have been exceeded, thus promoting institutional capacity building is a priority. This study proposes to do so through participatory intra-municipal processes. For this, participatory mapping was undertaken with local government actors to locate changes caused by urbanization. Priority areas in the territory and social capital among participants were identified. The method contributes positively to the process of local governance by supporting the capacity building of a government with these characteristics.
La cuestión de la segregación espacial tiene en el periurbano una faceta diferenciada respecto a otras dimensiones del hábitat urbano-rural. El caso de Morelia, México, expone diferentes situaciones de tensión entre el avance inmobiliario sobre zonas rurales y la perspectiva relacional de las comunidades originarias. La metodología del presente trabajo recoge entrevistas y un archivo fotográfico; ambos antecedentes permiten discutir la actual situación del periurbano latinoamericano y los efectos del avance territorial de la financiarización en la región. En este sentido, tanto la propiedad y la modernidad emergen como estrategias de reproducción de capital en colisión con las relaciones productivas y sociales del área en estudio. Como reflexión de cierre, se propone una perspectiva del derecho a la ciudad que, contradictoriamente, rompe con las bases espaciales y sociales del periurbano en Morelia.
