Andalucía ha vuelto a recobrar una actualidad histórica, que parecía pretérita, con el anuncio de un Anteproyecto de Ley de Reforma Agraria especz'fica para la Comunidad andaluza. A quien hubiese seguido, de manera próxima, las vicisitudes económicas, políticas y sociales de dicha región, el anuncio de tal propuesta no habrá sido sorprendente; en efecto, desde hace algunos años, incluso antes de iniciarse la llamada "transición política", a partir de 1975, algo empezaba a "cambiar" en el campo andaluz: el incremento del paro, la recesión de la emigración exterior, las dificultades . del sector agrícola, la formación de sindicatos de clase campesinos con programas agraristas como el SOC y CCOO del campo, las continuamente aplazadas expectativas de lUla posible integración en el Mercado Común europeo, que supondría un estímulo considerable para su agricultura, preparada desde hace años para tal evento, etc., son algunos de los síntomas que, desde la perspectiva actual, podrían esgrimirse para ofrecer una explicación genética y causal, lejana, si se quiere, de la vuelta al tema de la Reforma agraria. Precisamente, y sin pretender ejercer oficio de adivino, en una síntesis que ofrecíamos hace unos años de la situación agraria en Andalucía señalábamos que "si la crisis actual es algo más que una mera regresión económica de signo coyuntural, Andalucía conocerá, en los años próximos, reverdecer la vieja problemática agraria en términos tales que el tema de la reforma agraria ocupará el papel protagonista". La situación política regional, con un triunfo sin paliativo de la izquierda, con mayoría absoluta desde las elecciones de 1979, reforzada en los comicios legislativos y municipales de 1982 y 1983, ayudó a cristalizar un proyecto germinado, larga y lentamente, en la región en los últimos años.
