A importância das questões socioambientais nas empresas advém da crescente demanda da sociedade por informações a respeito dos impactos que as atividades empresariais exercem sobre os trabalhadores, a comunidade e o meio ambiente. A partir daí, as empresas começam a ter que provar que o seu custo-benefício é positivo, na medida em que agregam valor à economia e à sociedade, respeitam os direitos humanos de seus colaboradores e, ainda, desenvolvem todo o seu processo operacional sem agredir o meio ambiente. É nesse contexto que se insere este trabalho, cujo objetivo é verificar, por meio da aplicação de Análise Envoltória de Dados (DEA), a relação entre capacidade de investimento e benefícios socioambientais, de forma que, quanto maiores forem os benefícios para uma menor capacidade de investimento, maior será a eficiência e, por conseguinte, o desempenho socioambiental da empresa. Os resultados do estudo, que envolveu 19 usinas de processamento de cana-de-açúcar no Brasil, mostram que a Agrovale (principal benchmark) apresenta o melhor e a São José Estiva, o menor desempenho socioambiental. Além disso, observou-se uma relação entre desempenho socioambiental e tamanho (medido pela receita), com as maiores empresas tendo desempenho melhores.
The importance of social and environmental tags in companies comes from increasing demand, by the society itself, of information concerning impacts that the business create over the employees, community and environment. Therefore, companies needed to prove that its cost-benefit is positive, because they add value to economy and to society, because they respect the employees human rights and, in addition, because they develop its operational process without damaging environment. This research has the main focus to verify, through the application of Data Envelopment Analysis (DEA), the relation between investment capacity and social and environmental benefits, in a way that the higher are the benefits to a lower investment capacity, higher will be the efficiency and, as a result, the social and environmental performance. The study results of nineteen sugar cane mills in Brazil show that Agrovale (top benchmark) is the best one and São José Estiva is the smaller in terms of social and environmental performance. Este estudo tem por objetivo verificar, através da aplicação de DEA, o desempenho multidimensional de 15 empresas de distribuição de energia elétrica no Brasil, no que diz respeito à atuação nas seguintes dimensões: socioambiental, operacional e contábil-financeira, nos anos de 2004 e 2005. Para cada perspectiva/dimensão foi montado um modelo de análise multicriterial, que combina as variáveis/critérios referentes a cada natureza. Procura-se, por fim, discutir a sustentabilidade de cada organização frente a estas múltiplas perspectivas/dimensões do desempenho organizacional. Os resultados do estudo mostram que Celpe, Coelba, Copel, Energipe e Enersul são as que apresentam os melhores desempenhos multidimensionais, enquanto a Ampla é a distribuidora de energia com pior desempenho na combinação das três perspectivas sob análise.
RESUMOQuando uma região consegue resolver de forma integrada questões sobre crescimento econômico, exploração de recursos naturais, pobreza e distribuição de renda, que têm natureza econômica, ambiental e social, ela se torna, então, sustentável, pois se mostra capaz de promover, de forma equilibrada e harmônica, crescimento econômico, qualidade de vida e respeito ao meio ambiente. Nesse contexto, o presente artigo analisa o nível de sustentabilidade das 27 unidades federativas (UFs) do Brasil e de suas capitais. Para tanto, foi aplicada a metodologia de Análise Envoltória de Dados (DEA) a informações de natureza econômica, social e ambiental, que são os parâmetros do TBL -Triple Bottom Line, no intuito de gerar um indicador de sustentabilidade denominado Índice Consolidado de Desenvolvimento Sustentável (ICDS). Os resultados mostram que o Distrito Federal e a cidade de Vitória no Espírito Santo são destaques positivos, enquanto que o Maranhão e a cidade de Maceió em Alagoas obtêm resultados ruins em termos de desenvolvimento sustentável. Uma questão relevante, que surge da comparação destes rankings é a posição dos estados de Alagoas e do Piauí, que possuem enquanto UFs desempenhos ruins e que têm suas capitais também com baixo nível de sustentabilidade. Esta é realmente uma situação preocupante e que merece uma intervenção urgente, com o desenvolvimento de políticas públicas que envolva as instâncias municipal, estadual e federal. ANALYSIS OF THE LEVEL OF SUSTAINABILITY FEDERATION UNITS BRAZIL AND ITS CAPITAL: A STUDY IN PERSPECTIVE ECONOMIC, SOCIAL AND ENVIRONMENTAL ABSTRACTWhen a region can resolve integrated issues about economic growth, resource exploitation, poverty and income distribution, that have economic, environmental and social perspectives, it becomes, then, sustainable, since it is able to promote balanced and harmonious economic growth, quality of life and respect for the environment. In this context, this paper analyzes the sustainability level of 27 federal units (UFs) of Brazil and theirs capitals. For this, we applied the Data Envelopment Analysis (DEA) methodology to information about economic, social and environmental issues, that are the TBL parameters -Triple Bottom Line, in order to generate an indicator of sustainability called Sustainable Development Consolidated Index (ICDS). The results show that the Distrito Federal and the city of Vitoria in Espirito Santo are top gainers, while the Maranhão and the city of Maceió in Alagoas get bad results in terms of sustainable development. A relevant question, that emerges from the comparison of these rankings, is the position of the states of Alagoas and Piaui. They have bad performance while UFs and theirs capitals also have low level of sustainability. This is really a worrying situation and one that deserves urgent intervention, with the development of public policies involving the municipal, state and federal authorities.
