O presente artigo traz à atenção dois casos que representam esforços distintos para a implementação de políticas territoriais norteadas pelo que definiremos de "novo paradigma de desenvolvimento centrado no território". Em princípio enfrenta-se uma sucinta reconstrução dos significados possíveis dos dois conceitos chave: Território e Desenvolvimento, com o fim de analisar a amplitude semântica deles e a transformação que sofreram ao longo do tempo. Os princípios emergentes, as contradições, os limites e impasses epistemológicos vivenciados nesta fase de transição paradigmática. Nas práticas focadas, busca-se evidenciar a (in)congruência entre as construções teóricas e suas múltiplas possibilidades de aplicação, de acordo com as críticas desenvolvidas na literatura abordada. Conclui-se que o caráter complexo do novo paradigma não se presta a servir de modelo ou receita, mas de referência para a interpretação, coerente e igualmente inovadora, dos sistemas de governo. Afinal, a condição incipiente das políticas observadas transita entre a inércia dos modelos dados e as referências emergentes, prefigurando um longo caminho de convivência forçada, conflitos e desafios a serem superados.
