Les modalités de l'articulation de ces éléments donnent la spécificité de cette théorie en lui permettant d'aller au-delà des explications traditionnelles du phénomène du sous-développement. Il importe, cependant, de déterminer si les divers contenus du concept de dépendance et les différentes optiques du problème ont été capables de produire un ensemble harmonieux et homogène, et si le champ théorique dont relèvent ces optiques est le même chez tous les théoriciens. LA MONTÉE EN PUISSANCE DU BRÉSIL : CONCEPTS ET RÉALITÉS, par ANTONIO CARLOS PEIXOTO L'analyse des processus qui conduisent à la montée en puissance d'un pays confond souvent l'augmentation des ressources nationales comme le résultat d'un processus « naturel » provoqué surtout par le développement économique, avec des stratégies dont le but explicite est l'exercice d'un rôle hégémonique. Comment situer le cas brésilien, à partir de ce point de vue ? D'abord, il faut considérer que le Brésil n'est ni le « candidat » au rang de puissance mondiale, comme veulent quelques-uns, ni un grand pays sous-développé, comme d'autres le prétendent. Deuxièmement, dans la montée en puissance brésilienne, il y a des éléments qui relèvent, à la fois, du développement économique et d'un projet ou dessein hégémonique. Quelques initiatives brésiliennes dans le domaine de la politique étrangère, souvent perçues comme des manifestations de ce dessein hégémonique, ne sont, en réalité, que des réponses aux contraintes créées par le développement économique. O OBJETIVO central deste artigo é efetuar uma análise da política exterior norte-americana partindo do paradigma do interesse nacional, e ao mesmo tempo buscando integrar este paradigma com a autopercepção da existência de um fundamento moral embasado na lógica do interesse. Em um segundo momento, procura-se avaliar a configuração do sistema internacional e as condições do exercício da hegemonia dos Estados Unidos, e até que ponto esta hegemonia pode ser ameaçada. Finalmente, discute-se a atual conjuntura criada depois do 11 de setembro, as tomadas de posição do Governo Bush diante do Iraque, e o unilateralismo que atinge seu ponto máximo na recém-anunciada "Doutrina Bush".
THE MAIN purpose of this article is to analyse the north american foreign policy from the point of view of the national interest, at the same time that is tries to articulate this notion with the self-perception of a moral basis supporting the national interest. In a second moment the article discusses the present shape of the international system and the conditions under which the american hegemony is being exercised, and up to what extent the hegemony can be threntened. Finally, it examines the present trends created after the 11th September and the Bush government attitudes towards Irak, and the unilateralism prevailing in the White House, which reached its highest level in the "Bush Doctrine" recently announced
