In 1790 erft Frankrijk een net van gemeenten dat voortkwam uit de dorpsgemeenschappen van het Ancien Régime. Het was zeer ongelijk en omvatte 41 000 districten, waarvan meer dan 8 000 in de hier bestudeerde departementen. Men verklaart deze extreme verdeling in 1790 uit de kracht van de dorpsidentiteit en, later, uit de taale weerstand tegen de fusiepolitiek van gemeenten en parochies die in de loop van de XIXde eeuw hoogten en laagten zal kennen. De bevolking veroordeelt aile redenen om kleine gemeenten af te schaffen. Het belang van de godsdienst in het idenditeitsgevoel brengt mee dat een hertekening van het parochienet tijdens het Concordaat ervaren werd als een fusie « voor de godsdienst », die het berusten in het « burgerlijke » verdwijnen aankondigde. Voor de autoriteiten was het bilan steeds ontmoedigend. En zo bleef het probleem van de kleine gemeenten bestaan tot in de XXste eeuw, terwijl in buurlanden, als België, wel recentelijk belangrijke hervormingen van de « eenheden van lokale democratie » doorgevoerd werden.
