Catamenial pneumothorax may be suspected in ovulating women with spontaneous pneumothorax, even in the absence of symptoms associated with pelvic endometriosis. During video-assisted thoracoscopic surgery, inspection of the diaphragmatic surface is paramount. Plication of the involved area alone can be successful. In complicated cases, hormonal suppression therapy is a helpful adjunct.
Considered the last 'stepping stone' before Australia, Indonesia plays an important role in immobilising secondary movements of asylum seekers and refugees in Southeast Asia. While migration scholarship has dedicated substantial attention to immigration detention and the deplorable living conditions inside immigration detention centres (IDCs), this article explores "alternatives to detention" (ATD) in two Indonesian localities: the city of Makassar and the province of Aceh. Seeking to contribute to a critical examination of ATD more generally, this article examines individual freedom, mobility, mechanisms of care and aid provision, protection of rights, self-determination, and matters of personal safety. The article illustrates the remaining limitations and the lack of rights that asylum seekers and refugees in Indonesia continue to face outside of IDCs. A durable solution, in the form of integration, is not available to asylum seekers and refugees, as they are prevented from integrating into the local host societies, and their social and economic mobility remains widely restricted. Yet at the same time, despite more physical mobility in ATD, asylum seekers and refugees remain contained within Indonesia as their onward movement remains deterred as well.
Since 2008, the number of asylum seekers and refugees trying to reach Australia from Indonesia by boat has increased. With many of them hailing from conflict-ridden countries such as Afghanistan, Iraq and Sri Lanka, most entered Indonesia with short-term tourist visas or fraudulent papers or no documents at all. It is widely known that a significant number of these ‘irregular’ migrants pay various types of brokers (often labelled, accurately or otherwise, ‘human smugglers’) at least at one stage – either to enter the country or to escape it. As a non-signatory to the UN Refugee Convention, Indonesia does not permit local integration. While a substantial part of these migrants are detained in the 13 immigration detention centres scattered around the archipelago, many roam freely, looking for opportunities for onward migration. Due to the restrictive border protection arrangements between Australia and Indonesia and a number of bilateral intelligence measures for deterring ‘unwanted’ migrants, human smugglers have been gradually forced to adapt strategies, routes and prices. According to much of the available data, most human smugglers are not Indonesians but foreigners who have been lingering in Indonesia for many years. This article demonstrates, moreover, that these foreigners depend upon local contacts to successfully carry out their risky business. Most often, the Indonesian counterparts are solely facilitators or handymen, but in a number of cases Indonesian authorities have also been involved in this highly lucrative business.
Southeast Asia has the weakest normative frameworks for refugee protection of any region in the world apart from the Middle East. Only two out of ten member states of the Association of Southeast Asian Nations (ASEAN) have signed the 1951 International Refugee Convention. Nevertheless, the 2012 ASEAN Human Rights Declaration explicitly mentions the right to seek and receive asylum ‘in accordance with the laws of such State and applicable international agreements’ (ASEAN 2012). One of the litmus tests for this right has been the regional treatment of the Rohingya, a Muslim minority from Myanmar that faces forced displacement, discrimination, and large-scale state violence. Based on media content analysis and a scientific literature review, this paper sheds light on how ASEAN’s most prominent Muslim member countries, Indonesia and Malaysia, advocate on behalf of the forcibly displaced Rohingya. In particular, this paper focuses on competing forms of political interventions and shifting notions of Muslim solidarity. While Indonesia and Malaysia have been very vocal in bilateral, regional, and international forums to criticise the Myanmar government for their violation of basic human rights, both countries remain highly reluctant to offer sanctuary to Rohingya refugees, of which several thousand have attempted to reach Indonesia and Malaysia. This research finds that the notion of Muslim solidarity remains a symbolic rhetoric primarily directed at domestic audiences and the failure to render effective protection to refugees has rather increased over the last five years.
