L’expropriation de la zone de Paris, menée pendant la première moitié du xx e siècle, modifie radicalement le cadre de vie des zoniers. Tous ne partent pas une fois leurs indemnités d’expulsion ou de dépossession perçues. La présence de locaux et de terrains réputés vides, rarement surveillés, attire en outre de nouveaux occupants marginalisés. Pendant une dizaine d’années, sur la zone de Boulogne-sur-Seine, entre l’expropriation et la destruction effective, les conditions de vie se dégradent du fait des déprédations de certains zoniers et de la stratégie suivie, à demi-mot, par la direction de l’Extension, qui tend à s’accommoder de cette situation de délabrement général. Pris entre la crise du logement et l’impossibilité d’accorder des baux normaux, le bureau de l’Extension en vient à adopter une politique de laisser-faire, dont cet article a pour objet de décrire à la fois les conditions de possibilité, les modalités de mise en œuvre et les conséquences pour les différentes vagues d’habitants de la zone.
