Notre recherche vise à identifier le rôle de la gouvernance d’un technopôle pour créer un environnement propice à l’innovation des entreprises. Nous prolongeons les travaux récents sur la gouvernance des clusters en mobilisant le concept de travail institutionnel pour préciser les leviers (politique, normatif et cognitif) et les pratiques mis en oeuvre par la structure de gouvernance afin de stimuler l’innovation à l’échelle collective. Nos résultats, basés sur l’étude du cas Savoie Technolac, montrent que la faible mobilisation des pratiques politiques et normatives freine la construction de la légitimité du technopôle quand l’accent porté aux pratiques cognitives influence positivement la dynamique d’apprentissage et d’innovation.Our research aims to identify the role of technopole governance in order to create an environment, which supports and enables business innovation. We extend recent work on cluster governance by mobilizing the concept of institutional work, with a view to highlighting levers (political, normative and cognitive) and practices implemented by the technopole governance to stimulate innovation at the collective level. Our findings, based on a case study – the French technopole Savoie Technolac – show that a weak mobilization of political and normative practices slows down the building of legitimacy for the technopole, whereas the implementation of cognitive practices positively influences the dynamics of learning and innovation.Nuestra investigación tiene por objetivo identificar el papel de la gobernanza de una tecnopolis para crear un entorno propicio a la innovación de las empresas. Alargamos las investigaciones recientes sobre la gobernanza de los clústeres (agrupamientos) con el concepto de trabajo institucional para determinar las palancas (politicas, normativas y cognitivas) y las practicas utilizadas por la estructura de gobernanza con el fin de estimular la innovación a nivel colectivo. Nuestros resultados, basados sobre el caso de « Savoie Technolac », indican que una escasa movilización de las prácticas políticas y normativas obstaculiza la construcción de la legitimidad de la tecnopolis mientras que el énfasis sobre las prácticas cognitivas influye de manera positiva la dinámica de aprendizaje y de innovación
Dans cette recherche, nous examinons les différences de perception entre gouvernance et entreprises au regard des pratiques institutionnelles d’innovation d’un technopôle et discutons l’impact de ces différences sur la performance d’innovation des entreprises technopolitaines. Ceci répond à un défi majeur du management public : évaluer l’efficacité des pratiques de gouvernance des pôles sur l’innovation. Notre analyse de la Technopole de l’Aube montre que, sur les vingt pratiques institutionnelles d’innovation, deux grandes différences perceptuelles émergent : l’une relative à la formulation de la stratégie et l’autre au développement de projets collaboratifs. Ces différences de perception pourraient influencer négativement la performance d’innovation des entreprises technopolitaines.
