Purpose The purpose of this paper is to investigate the role of crop insurance among Hungarian crop farmers and the responses to the introduction of the two-scheme risk management system. Specifically, first, it examines the economic and environmental factors affecting the willingness of farmers to contract crop insurance. Second, it reveals the relationship between having crop insurance and technical efficiency of crop producing farms. Design/methodology/approach Probit models of panel data are applied to explore the factors of insurance decisions. The relationship between efficiency and insurance is investigated with two-stage data envelopment analysis (DEA) model with double bootstrap using panel data for the 2001 to 2014 period. Findings The results of Probit model estimations show that the education, the size, the indebtedness of crop producing farms and the new two-scheme risk management system are in positive correlation, while the concentration of farming activity are in negative correlation with the crop insurance contracting. The estimations of two-stage DEA model reveal that crop producing farms with an agricultural insurance contract are more efficient than the farmers without using this risk management tool. Originality/value Empirical investigation of the influencing factors of agricultural insurance demand in Hungary and the examination of the relationship between insurance and technical efficiency may contribute to the development of Hungarian risk management system.
We aim to predict Hungarian corn yields for the period of 2020–2100. The purpose of the study was to mutually consider the environmental impact of climate change and the potential human impact indicators towards sustaining corn yield development in the future. Panel data regression methods were elaborated on historic observations (1970–2018) to impose statistical inferences with simulated weather events (2020–2100) and to consider developing human impact for sustainable intensification. The within-between random effect model was performed with three generic specifications to address time constant indicators as well. Our analysis on a gridded Hungarian database confirms that rising temperature and decreasing precipitation will negatively affect corn yields unless human impact dissolves the climate-induced challenges. We addressed the effect of elevated carbon dioxide (CO2) as an important factor of diverse human impact. By superposing the human impact on the projected future yields, we confirm that the negative prospects of climate change can be defeated.
Az éghajlatváltozás hatására a szélsőséges időjárási jelenségek előfordulása egyre nő. A fokozódó időjárási anomáliák miatt a meteorológiai kockázatok erősödése jellemzi a mezőgazdasági termelést, ezért kiemelten szükséges foglalkozni a kockázatkezelés kérdésével mind termelői, mind pedig szakpolitikai szinten. A klímaváltozás témaköre az Európai Unió agrárpolitikájában egyre nagyobb hangsúlyt kap, a 2021–2027-es ciklusban a Közös Agrárpolitika (KAP) költségvetési keret 40 százalékának környezetvédelmi és éghajlat-politikai célokat kell szolgálnia, valamint az EMVA-források legalább 30 százalékát ezekre a célokra kell fordítani. Magyarországon 2012-ben kezdte meg működését a kétpilléres mezőgazdasági kockázatkezelési rendszer, amely kárenyhítéssel és a mezőgazdasági biztosítások díjtámogatásával segíti a termelőket. Bevezetése óta a rendszer működésének nyomon követésére és értékelésére évről évre sor került a részt vevő intézmények által, és a monitoringtapasztalatok alapján több alkalommal is módosult a szabályozás, biztosítva ezzel a rendszer minél hatékonyabb működését. Tanulmányunk elsődleges célja, hogy áttekintse a mezőgazdasági kockázatkezelési rendszer elmúlt évekbeli működését és feltárja annak esetleges anomáliáit. Elsőként globális kitekintés keretében mutatjuk be a különböző mezőgazdasági kockázatkezelési gyakorlatok változását az elmúlt évtizedben az USA-ban és Kínában, a két legnagyobb biztosítási piaccal rendelkező országban, valamint az Európai Unióban. A nemzetközi helyzet ismertetését a hazai mezőgazdasági kockázatkezelési rendszer hatéves (2012–2017) működésének és eredményeinek tényalapú értékelése követi. A rendszer gyakorlati működésének anomáliáit, esetleges továbbfejlesztési lehetőségeit az érintett hivatalok, biztosítók, érdekvédelmi szervezetek képviselőivel készített mélyinterjúk keretében tártuk fel. A tanulmány utolsó részében azoknak a vizsgálatoknak az eredményeit mutatjuk be, amelyek szempontokat nyújtanak a rendszer esetleges továbbfejlesztéséhez. Többek között kitérünk az előző évi károsodáson, illetve kármentességen alapuló bónusz-málusz rendszer bevezetésének lehetőségére.
