The Committee of the Regions was established on the basis of the Maastricht Treaty of 7 February 1992, and began operating in March 1994. It consists of representatives of regional and local authorities who have obtained electoral mandates from the communities they represent. The number of members of the Committee was set for individual Member States and it was assumed that its composition should not exceed 350 members. The organizational structure and principles of the Committee’s operation are set out in its Rules of Procedure. The Committee is an advisory body consulted by the European Parliament, the Council and the Commission. It prepares opinions as part of obligatory, optional and own-initiative procedures. It can also adopt resolutions and prepare reports, analyses and outlook opinions. The Committee has the right to bring cases before the Court of Justice of the European Union in order to protect its prerogatives and to apply the principles of subsidiarity and proportionality.
The article presents the competences of the parliamentary bodies of autonomous territories in European states where these territories have a different status from the core part of the state territory. The legislation on the parliamentary bodies of Greenland, the Faroe Islands, the Åland Islands, Madeira, the Azores and Mount Athos has been analysed using the legal-dogmatic and legal-comparative method. The aim of the study was to prove that the powers of the parliamentary bodies of these territories allow them to decide on matters that are important for the populations of those territories and to establish and maintain international relations with other states and international organisations. The broad and ever-increasing scope of the autonomy granted to those territories and the good relations between the territories and their states contribute to democratisation of national structures and diminish the tendencies in the authorities and the population of the autonomous territories towards achieving sovereign independence. However, it should be stressed that the processes taking place in the modern international community are dynamic and may entail further changes in the legal situation of the European autonomous territories.
Polska należała do pierwotnych członków Ligi Narodów, która rozpoczęła działalność sto lat temu – w 1920 r. Podstawę prawną funkcjonowania organizacji stanowił Pakt Ligi Narodów, włączony do traktatów pokojowych, zawartych po I wojnie światowej. Członkostwo w organizacji miało duże znaczenie dla odrodzonego państwa polskiego, które kształtowało swoje stosunki w społeczności międzynarodowej. Polska była pierwszym państwem, które ustanowiło przy Lidze swojego stałego delegata. Polscy przedstawiciele uczestniczyli w pracach głównych organów Ligi: Zgromadzeniu i Radzie. Polska starała się o uzyskanie stałego miejsca w Radzie, natomiast była w niej członkiem półstałym. Była też państwem, które często uczestniczyło w postępowaniach przed Stałym Trybunałem Sprawiedliwości Międzynarodowej. W latach 30. XX w. w kręgach polskiej dyplomacji wzrastało rozczarowanie działalnością Ligi Narodów spowodowane jej nieskutecznością w zakresie zapobiegania konfliktom międzynarodowym i rozwiązywania sporów międzynarodowych.
