The aim of the research is to develop a system of dynamic norms providing an assessment of the projects of territories of innovative development for the purposes of their control and management. Using the functional approach we conducted a study of effective organization of territories of innovative development which is a subject of research. On the basis of selected its main functions we suggested the purposeful creation of the individual components that characterize its activities. The study is based on the data of Russian Federation regions but this method can be freely transformed for other countries. The system of indicators highlights in the work and comprehensively characterizes the territory of innovative development. It is the basis for the system of dynamic norms representing the ratio of main indicators growth. The system allows to detect deviations from the target vector of development for a regional and individual economic subjects and it is used to manage the sustainable development of territory. The need of sustainable development issues research due to objective conditions of limited resources, evidence-based cycles of economic growth and a number of other negative factors which together can become the reason of not achieving of objectives in project of creation of territory of innovative development. In the study we showed the construction of the dynamic norms of main components of territories of innovative development for purposes of sustainable development identification. Each dynamic norm meets to function of territory of innovative development. The compliance of date to the etalon dynamic norm indicates the right vector of development to ensure its sustainability. The study shows that the management at the regional level should be focused on addressing imbalances designed dynamic norms and provides specific activities that contribute to sustainable development of the territory.
In view of the urgency of preserving linguistic diversity in the world, the authors consider the current state of native languages of the peoples of the Russian Federation in the system of General education. The relevance of the research is confirmed by the analysis of publications carried out in the work. There is a controversy in the country about whether native languages should be included in the main educational program and whether it should be mandatory to study them. The study revealed negative trends associated with a decrease in the interest of students and their parents in learning their native languages, a decrease in the number of classes and the number of students who master the main educational program in their native language, choose it as an independent subject for study. The paper presents proposals aimed at popularizing the study of native languages in the General education system, which is the basis for their preservation and development.
This chapter raises the issues of development of continuous education of managerial engineering personnel in industrial companies. The case of designing implementation of the additional education program for the course “Innovation Management” with flexible learning paths was considered. This case was created on the basis of the Foresight study's results of current and future development challenges facing LLC Lihoslavl Factory “Svetotechnika.” The results of the survey of the audience—heads of structural enterprise's subdivisions—were shown. They demonstrated the need for organizational learning, as well as the most appropriate forms and instruments of its implementation.
The strategic development, which is influenced by competence-based strategic management, efficiency of business processes, human capital, the ability to retain and attract consumers, innovative development, has the greatest importance at the market of scientific and educational services, where the ability of a research organization to respond quickly to changes in the external environment becomes its competitive advantage. Currently one of the leading strategic analytical tools for management of a scientific organization can be a balanced scorecard, allowing us to consider the mission and overall strategy of a scientific organization through a system of clear goals and indicators that determine the degree of their achievement. In this regard the relevance of the research topic is determined by the need to develop sound scientific approaches to the implementation of the balanced scorecard as one of the scientific organization's management methods. The purpose of this article is to create a concept of formation and use of the balanced scorecard in management of scientific organizations. The mechanism of applying the balanced scorecard for scientific organizations as a research object draws an attention both to its practical and theoretical aspects due the lack of studies devoted to the issue in question with the respect to the Russian economy. It is shown that the balanced scorecard in the organizations of science can be used both for assessment of their overall activities and some of its aspects, and also for the effective implementation of strategic objectives. However in that case the system of performance indicators needs to be tailored to the specificity of functioning of scientific organizations in the modern socioeconomic conditions. Within the structure of the balanced scorecard five interrelated and balanced perspectives, which characterize the activity of scientific organization, are identified. They are public concern, finances, consumers, human resources and development. But the high significance has the prospect of "public concern", which was additionally designed. The authors prove indicators that can be include in the system and determine the degree of achievement of the key objectives of a scientific organization. The approaches proposed in the article for solving the problems of assessing the effectiveness of activities and the application of the balanced scorecard can be used in practice. However for each scientific organization it is required to refine the basic methodology taking into account the specifics of the functioning and a specific target vector of development. In future the balanced scorecard may become a basis for the development of key indices of the efficiency of organization departments and particular workers including a flexible system of material encouragement (an effective contract).
