Existing empirical models of international co-operation emphasize domestic determinants, although virtually all theories of international relations focus on interdependencies between countries. This article examines how much states' linkages with the international system, relative to domestic factors, such as income and democracy, influence the dynamics of global governance efforts. To this end, we study the ratification behaviour of 180 countries vis-a`-vis 255 global environmental treaties. Except for integration into the world economy, which affects co-operative behaviour negatively, our results show that international factors have a stronger and more positive impact on cooperative behaviour than domestic factors. This implies that Galton's advice not to examine the effects of internal and external variables in isolation is also useful in the study of international politics.
Despite many claims by high-ranking policymakers and some scientists that climate change breeds violent conflict, the existing empirical literature has so far not been able to identify a systematic, causal relationship of this kind. This may either reflect de facto absence of such a relationship, or it may be the consequence of theoretical and methodological limitations of existing work. In this article we revisit the climate–conflict hypothesis along two lines. First, we concentrate on indirect effects of climatic conditions on conflict, whereas most of the existing literature focuses on direct effects. Specifically, we examine the causal pathway linking climatic conditions to economic growth and to armed conflict, and argue that the growth–conflict part of this pathway is contingent on the political system. Second, we employ a measure of climatic variability that has advantages over those used in the existing literature because it can presumably take into account the adaptation of production to persistent climatic changes. For the empirical analysis we use a global dataset for 1980–2004 and design the testing strategy tightly in line with our theory. Our empirical analysis does not produce evidence for the claim that climate variability affects economic growth. However, we find some, albeit weak, support for the hypothesis that non-democratic countries are more likely to experience civil conflict when economic conditions deteriorate.
This paper analyzes how key features of international institutions that reflect the depth of cooperation affect participation. We derive a set of arguments from the enforcement, managerial and rational design literatures and test these arguments on a new dataset that covers more than 200 global environmental treaties since 1950. We find very little support for the enforcement school's claim of a depth versus participation dilemma: the specificity of obligations has only a minor and statistically insignificant negative effect on participation rates (measured by treaty ratifications). The existence of monitoring and enforcement mechanisms has no significant effect either, and results for variables capturing other forms of delegating authority (e.g. treaty-specific secretariat, decisionmaking rules) are mixed. In contrast, we find more support for the managerial and rational design schools' arguments: assistance provisions in treaties have a significant and substantial positive effect on participation. Similarly, most dispute settlement mechanisms promote treaty participation. While countries do not appear to stay away from treaties that mandate deeper cooperation, the inclusion of positive incentives and dispute resolution mechanisms promotes the formation of international institutions.
Freshwater is one of the most valuable natural resources on Earth. However, many of the more easily accessible freshwater resources at local and regional levels have suffered from overexploitation due to increasing population density, economic activity, and unsustainable water management practices. Sustainable management of domestic water resources is a challenging task mainly due to water allocation, pollution, and other problems on international rivers. Social science research has contributed in a variety of ways to identifying sources of international conflict and cooperation, water management options, and institutional solutions for achieving sustainable international water management. The scholarly literature has tackled a wide range of crucial questions arising from the politics of international freshwater resources, such as: whether there is sufficient evidence for the “water wars” claim—that is, whether water-related factors influence the probability of armed conflict; the determinants of international river basin cooperation, in terms of policy output and policy outcome or impact; how we can determine whether international water management efforts are successful in terms of solving problems that motivate cooperation; and the extent to which the literature offer insights into institutional design options that are effective in terms of problem solving. These studies have produced a considerable amount of policy-relevant analytical concepts and empirical findings. For example, fairness (equity) is one of the key concerns of all governments when they engage in international water cooperation, and integrated water resources management may look nice on paper but does usually not produce the desired results.
