The modern foreign and domestic studies consider the digital transformation of the economy mostly as a combination of effects arising under the influence of a number of implemented digital innovations, which result in the emergence of new economic structures, new business practices, as well as new values and beliefs in the business environment. The article is devoted to the research of logistics networks development features in the context of globalization and digitalization of the economy. Issues of increasing the efficiency of the functioning of logistics networks using digital technologies through the creation of information logistics platforms also considered. As the scientific novelty of the study, it should be noted the highlighted advantages of digitalization of logistics platforms. The digital economy, in which modern logistics networks operate, is characterized by the following main features the global nature, the use of network principles for coordinating society and markets, operations with intangible benefits: information and relationships, ideas. Modern management of international logistics systems is based on the integration of digital control in the system of automatic regulation and control of the road situation and the transport situation. Thus, within the framework of the platform economy, there is a complete transformation of the existing business models. The authors prove that the features of logistics digitalization cause a significant impact on the process of logistics networks development with the necessary theoretical and methodological support for the design process of international trading.
Проектный менеджмент в государственном управлении является наиболее эффективной формой взаимодействия органов власти с населением. Необходимо создать предпосылки для формирования процесса самосовершенствования системы управления в субъектах РФ, способствующего поддержанию позитивного имиджа региона и страны в целом. Цифровизация выступает отличным механизмом внедрения проектного менеджмента в управление регионом на базе трансформации системы государственного управления, ориентирами которого становятся минимальный государственный аппарат, высокая скорость принятия решений, отсутствие посредников между человеком и его данными, что позволяет индивидуализировать решения жизненных ситуаций граждан в системе «государство как платформа», которая постулируется в концепции Центра стратегических разработок начиная с 2017 года. Проектный менеджмент конкретизирует метафору «государство как платформа» в процессе цифровой трансформации оказания государственных услуг, контрольно-надзорной деятельности и принятия управленческих решений.
В результате проведенного исследования сформирован способ стимулирования инновационной деятельности работников вуза в условиях цифровой экономики. Определены существующие ресурсы вузов и механизмы конверсии ресурсов в результат. На основе исследования стратегических целей вузов были определены результаты, которые необходимо получить. Построены графы, которые определяют получение необходимых результатов за счет использования различных ресурсов. Проведено исследование работников университетов и выявлены их потребности и возможности. Построена матрица, классифицирующая графы, которые характеризуют способ мотивации сотрудников в зависимости от их деятельности и возраста. Сформированы профили по каждой категории работников, характеризующие наиболее эффективные механизмы воздействия на работников для получения необходимого результата. Полученные данные можно использовать при составлении плана научно-исследовательской деятельности вуза. As a result of the research, a way was created to stimulate the innovative activity of university employees in digital economy. Existing university resources and mechanisms for converting resources into results are determined. Based on a study of the strategic goals of universities, the results that need to be obtained were determined. Graphs are constructed that determine the receipt of the necessary results through the use of various resources. Investigated was carried out of a focus group of university employees and their needs and capabilities were identified. A matrix has been constructed that classifies the columns that characterize the way employees are motivated, depending on their activities and age. Profiles were formed for each category of workers characterizing the most effective mechanisms for influencing workers to obtain the desired result. The results can be used in drawing up a plan of research activities of the university.
The article reveals the concept of a logistics unit, logistics and digital hubs. It is considering the possibility of combining the Northern Sea and New Silk Way sections into a single system on the territory of the Russian Federation. The authors investigated the ways of digitalization of the logistics block of the NSR – NSW with the subsequent creation of a virtual space for the control and redistribution of trade throughout the Russian Federation. The concept of a digitalized logistics block is considered from the point of view of a potentially beneficial project for Russia to collect statistical data and accelerate international transport by instantly redistributing routes.
