As Hurricane Katrina revealed, coastal communities have become far more vulnerable to tropical storms and the long-term displacement of residents. Yet, because the emergency management model presumes that recovery quickly follows response, governments focus only on short-term, localized displacement. However, long-term and long-distance displacement exposes a gray area between immediate shelter and permanent housing, along with concerns about vulnerability, housing availability, and land development. We begin this article by discussing the transition between response and recovery. We then review literature regarding social vulnerability, displacement, provision of temporary housing, households' return decisions, and disaster-driven land development and housing construction processes. We close with thoughts on future research to increase planners' understanding of the issues involved and to help them craft effective policies.
This article draws on experiences and lessons from global disasters and utilizes the United Nations Comprehensive School Safety Framework to highlight the necessary role of safe schools in protecting children, as well as adult staff, from the immediate threats and long-term implications of disasters. Specifically, we focus on three well-established pillars of school safety: Pillar I: Safe Learning Facilities; Pillar II: Disaster Management; and Pillar III: Risk Reduction and Resilience Education. In addition, we propose a potential fourth pillar, which underscores the function of schools in postdisaster mental health assessment and intervention for children. We argue that schools offer a central location and trusted institutional space for mental health assessment and intervention after disasters. We also examine the important linkages between schools, child mental health, and household and family recovery. We conclude with recommendations for filling gaps in research and practice related to ensuring the safety of schools and the associated health and well-being of children in the face of future disasters.
Greater collaboration among nongovernmental organizations (NGOs) after disasters is important in helping them deliver services, share information, and avoid resource duplication. Following a disaster, numerous NGOs, including a large number of faith-based NGOs, typically offer disaster assistance. But to what extent do these NGOs providing disaster assistance collaborate with each other? Does organizational homophily prevail? Or is the need to acquire resources an incentive for collaboration? Are collaborations characterized by relationships of dependency? To answer these questions, we analyze collaboration between international NGOs, local NGOs, faith-based organizations, and other organizations providing disaster assistance in Haiti in the 3-year period following the 2010 earthquake. Data on these organizations and their networks were analyzed using social network analysis methods. The major findings are that most organizations collaborate within sectoral boundaries and that homophily is one of the main drivers of collaboration, illuminating power relationships in disaster assistance networks.
