Dieses Buch setzt sich mit dem Thema der Cultural Governance auseinander. Ziel der Forschung ist es, komplexe Beziehungen im kulturpolitischen Steuerungshandeln analytisch zu durchdringen. Der Fokus der Analyse richtet sich dabei zum einen auf Beziehungen zwischen individuellen und kollektiven Ak-teurInnen auf der Mikroebene (PolitikerInnen, Kulturschaffende, MitarbeiterInnen der Kulturverwaltung), die über symbolisch vermittelte und bedeutungsgenerierende kommunikative Handlungen interagieren. Zum anderen wird über eine Analyse von "Sozialen Welten" -d.h. über ein Modell zur Analyse von Organisationen untersucht, wie Konflikte und Kompromisse in der Arena der Cultural Governance entstehen.Der pragmatisch-interpretative analytische Ansatz erweitert das Methodenrepertoire der interpretativen Policy-Analyse um die Situationsanalyse nach Adele Clarke als induktives bzw. Grounded-Theory-Verfahren. Zusätzlich wird die Rechtfertigungstheorie nach Luc Boltanski und Laurent Thévenot als deduktive Methode eingesetzt, um die argumentativen Prinzipien kommunikativer Sprechhandlungen der kulturpolitischen AkteurInnen interpretativ zu analysieren.Ein kritischer Blick darauf, wie politische Ordnung über symbolische Interaktion, konkreter gefasst als Aushandlung von Entscheidungen in komplexen kulturpolitischen Bedeutungs-und Akteursbeziehungen, hergestellt wird, zielt darauf ab, Macht-und Herrschaftsverhältnisse sichtbar zu machen, die potentiell von einer normativen Cultural-Governance-Programmatik verdeckt werden. In diesem Sinne werden Theorien, die den Zusammenhang von kommunikativem Handeln und Demokratie beleuchten -von Hannah Arendt, John Dewey, Jürgen Habermas und Chantal Mouffe -zur Erkenntnisgenerierung hinzugezogen. Spezifische genderkritische Perspektiven in der Analyse tragen unter anderem Adele Clarke und Donna Haraway bei.
