The implementation of communication strengthening policies in the Fishermen Insurance of Government Assistance program in Tanggetada District, Kolaka Regency. The methods used in this study were analyzed using qualitative descriptive techniques. The informants in this study consisted of the Fisheries Secretary, Head of Small Fishermen Empowerment, Partnership Section, Science and Technology and Small Business Information in the Fisheries Sector, Small Fishermen Training and Assistance Section, Tanggetada District Extension Officer, Fishermen. Types and sources of data used in the study use primary and secondary data. The results of communication research in the socialization of the implementation of the Fishermen Insurance Government Assistance program (BPAN) have not been going well because information about BPAN has not been distributed to all fishermen in Tanggetada District. Communication is critical to the success of achieving the goals of implementation. For effective implementation, those who must be responsible for the implementation of a policy must know what to do. The government to implement policies must be conveyed clearly, accurately, and consistently to capable people. So the implementation of the Fishermen Insurance Government Assistance program (BPAN) carries out socialization actions to fishermen and prepares coordination for fishermen insurance recipients.
Derasnya perkembangan teknologi membuatnya menjadi kebutuhan sekaligus challenge bagi aparatur desa, agar lebih kompeten lagi. Desa atau kelurahanyang melakukan transformasi digital dianggap dapat membantu terwujudnya pemerintahan/negara yang pintar pula. Setelah dilakukan observasi ditemukan bahwa sebagian besar masyarakat Desa Wulonggere Kecamatan Polinggona masih buta digital, bahkan masih ada aparat desa yang tidak mampu menggunakan media digital dalam melaksanakan kerjanya. Tujuan Pengabdian ini untuk meningkatkan kompetensi para aparatur desa, terkhusus dalam rangka penyelesaian tugas-tugas pengelolaan keuangan desa dengan memaksimalkan media digital. Metode yang dilakukan dalam kegiatan pengabdian kepada masyarakat ini meliputi metode ceramah, tanya jawab dan diskusi. Tahapan PkM ini terdiri dari (1) Observasi, Koordinasi dengan pihak desa, penentuan jadwal kegiatan; (2) Penyampaian materi inti, diskusi; dan (3) Penarikan kesimpulan, Penutup. Hasil pelaksanaan kegiatan ini yaitu meningkatnya pengetahuan dan wawasan aparatur desan dan pengurus BUMDes tentang jenis-jenis media digital serta pemahaman dalam pengelolaan keuangan desa. Untuk itu tim menyarankan agar kegiatan upgrading pengetahuan dan keterampilan aparatur desa perlu dilakukan secara berkesinambungan.
The purpose of this research is to find out how the service for making electronic ID card during the Covid-19 pandemic at the Department of Population and Civil Registration of Baubau City, as well as what are the inhibiting and supporting factors in providing services to the community. This research uses a descriptive qualitative approach through literature studies. The results show that the Department of Population and Civil Registration of Baubau City has implemented public services according to service standards in making electronic ID card, where services are carried out online using the WhatsApp (WA) application via an Android phone, the public is also free of charge in the manufacturing process, providing facilities and adequate infrastructure in accordance with the Covid-19 health protocol, and placing competent officer to facilitate service delivery. The results of this study also reveal the factors that affect the service of making electronic ID cards at the Department of Population and Civil Registration of Baubau City, during the Covid-19 pandemic, namely: supporting factor where the tools available in providing services are adequate and the human resources competent in their field. Even though there are several technical obstacles, especially from the internet network, not all people have an Android phone and understand the mechanism of online service.
Rumusan penelitian ini bagaimana akuntabilitas pengelolaan alokasi dana desa (ADD) di Desa Tikonu Kecamatan Wundulako Kabupaten Kolaka? Tujuan dari penelitian ini adalah untuk mengetahui Akuntabilits Pengelolaan Alokasi Dana (ADD) yang berada di Desa Tikonu Kecamatan Wundulako Kabupaten Kolaka. Adapun metode yang digunakan dalam penelitian ini menggunakan deskriptif kualitatif. Lokasi penelitian di desa Tikonu Kecamatan Wundulako Kabupaten Kolaka. Informan dalam penelitian ini yaitu Kepala Desa, Ketua BPD, Ketua LPM, Sekretaris Desa, Bendahara Desa, Kaur Pembangunan, Anggota BPD, Anggota LPM, TPK, Tokoh Masyarakat dan masyarakat Desa Tikonu Kecamatan Wundulako Kabupaten Kolaka. Jenis dan sumber data penelitian primer dan data sekunder. Hasil penelitian menunjukkan bahwa model akuntabilitas pengelolaan alokasi dana desa belum sepenuhnya dilakukan oleh pemerintah desa Tikonu dalam penyelesaian laporan bulanan masih melewati batas waktu dan masyarakat belum sepenuhnya ikut terlibat dalam pelaksanaan rapat desa, sehingga belum terlihat kerjasama yang baik antara pemerintah desa dengan masyarakat sebagaimana diamanahkan dalam Peraturan Bupati Kolaka Nomor 04 Tahun 2017. Kurangnya keterlibatan masyarakat ini mengakibatkan pembangunan di desa Tikonu tidak berjalan maksimal untuk kepentingan seluruh warganya. Segala permasalahan yang terjadi menunjukkan perlunya pengelolaan Alokasi Dana Desa dilakukan secara partisipatif, transparan, dan akuntabel. Proses pelaksanaan program pembangunan melalui Alokasi Dana Desa (ADD), perlu melibatkan karang taruna, tokoh pemuda dan masyarakat.
