L’inventaire des programmes énergétiques multilatéraux impliquant l’Afrique montre qu’ils s’inscrivent dans la logique des transferts Nord-Sud, esquissant une transition énergétique non ancrée dans les réalités africaines. Au lieu de faciliter un autre développement, sobre en carbone, cette transition énergétique est une opportunité pour une croissance dite verte, qui ne remet pas en cause la conception mainstream du développement.
