Baseado numa pesquisa de cunho etnográfico sobre processos de refúgio de nacionais colombianos no Brasil, o articulo discute práticas e formatos de produção e gestão de sujeitos refugiados no governo contemporâneo de populações em êxodo. O trabalho argumenta que a precariedade das políticas públicas não é equivalente a uma ausência do poder do Estado para produzir sujeitos expulsáveis e/ou para filtrar aqueles que serão reconhecidos, daqueles que serão encaixados em outras categorias migratórias ou deixados de fora. Numa perspectiva antropológica, a partir do que poderíamos denominar de uma etnografia do Estado o texto leva a sério o não fazer e o fazer precário como poderosas forças de ação política, expondo, de forma concreta, algumas práticas das tradições administrativas brasileiras na gestão de refugiados que foi possível identificar na pesquisa de campo
Nesse texto, a antropóloga colombiana Mara Viveros analisa a importância e sagacidade do “Discurso sobre o colonialismo” de Aimé Césaire, apontando o autor Martinicano como um emblema da consciência antirracista e anticolonial no mundo. Ao mesmo tempo que a autora expõe a relevância do Discurso sobre o colonialismo para o mundo afro-latino-americano e para os projetos feministas descoloniais latino-americanos contemporâneos, aponta a omissão na obra de Césaire das questões que hoje em dia chamaríamos de gênero. O texto está organizado em três partes: a primeira percorre a proposta do autor focando na sua aguda e profética resposta, em nome dos povos colonizados, ao projeto de civilização europeu. Num segundo momento se ocupa das tensões colocadas pelas demandas de uma igualdade que reconheça as diferenças que foram expostas pelo autor e, finalmente, sugere vários elementos da proposta teórico-política de Césaire que poderiam ser úteis aos movimentos feministas latino-americanos, especialmente os feminismos descoloniais e antirracistas.
